Part I: The Scanning

The morning after Dragon's warning, Dan began his most ambitious project yet.

The Twelve Generals. He had created only one—Baal, the Capra-Kin, the first of the zodiac. Eleven remained empty slots on his system screen, eleven potential Admiral-class powerhouses waiting to be born.

Dan stood in the Admin Core, his hands on the central crystal, and reached out across the entire territory of Haven Star Wings. The dome had expanded to cover what was once the Kingdom of Guil—a vast stretch of land containing forests, fields, mountains, and coasts. And within that territory, thousands of animals lived, bred, and died, unaware that they were being watched.

Dan nodded and turned to the next.

Leo, he thought. The Lion. The heart of the zodiac. The king of beasts.

The lion stepped forward—the largest of the pride, its mane thick, its eyes burning with predatory intelligence. Dan's power flowed into it, and the creature roared.

Baal stepped forward, his human form calm, his golden eyes sweeping across the new generals. He had been the first. Now he had companions.

He looked at Dan, who was already walking among the generals, speaking to them in low voices, giving orders, assigning roles. The boy moved with the confidence of someone who had done this a thousand times, not someone who had discovered his power three months ago.

Hack came to stand beside Dragon. "What do you think?"

Dragon was silent for a long moment. Then: "I think the World Government has no idea what's coming."

Hack's eyes widened. "You think he can challenge them?"

Dragon watched as Dan placed a hand on Leo's mane, felt the lion's power, nodded in satisfaction. He watched as Aries organized the other generals into a command structure. He watched as Taurus stood like a living fortress at the city gates.

"I think," Dragon said slowly, "that he's not trying to challenge them. I think he's trying to make them irrelevant. And I think he might succeed."

Hack was silent. Then: "What do we do?"

Dragon watched Dan walk back toward the Admin Core, his generals falling in behind him, his people watching him with eyes that held not fear but faith.

"We watch," Dragon said. "We learn. And when the time comes—" He paused. "When the time comes, we make sure we're on the right side of history."

In the days that followed, the integration of Guil City continued, but something had changed.

The people had seen the awakening. They had watched sheep become generals, cows become warriors, crabs become guardians. They had seen Dan's power in its full glory, and their faith had grown beyond anything Dan had expected.

Taurus anchored the defensive line, his Iron-Hides forming an immovable wall around Origin City. Sagittarius ranged across the territory, his speed making him the perfect scout, his bow ready to strike any threat. Cancer moved among the coastal villages, protecting the fishermen and their families, his shell a shield against any attack.

Baal remained Dan's right hand, his human form moving easily among the people, his power a constant reminder of what Haven could create.

And Dan worked. He expanded the underground city further, carving new chambers for the growing population. He enhanced the agricultural fields, ensuring that the harvest would feed everyone. He strengthened the dome, adding layers of protection that made it all but impenetrable.

Dragon watched it all. He walked through the streets of Guil City, seeing the former subjects of a tyrant king learning to live as free citizens. He visited the healing houses, watching Elara and her healers mend bodies and souls. He sat in on community council meetings, hearing the people debate, argue, compromise, and build.

This is what freedom looks like, he thought. Not chaos. Not anarchy. People choosing to build something together.

He had spent his life fighting against oppression. He had never seen what came after. Now, watching Haven Star Wings grow, he began to understand.

The fight was not enough. You had to build something too.

Far from Tres Kan Island, in the calm waters of the New World, a ship sailed under a flag that made the seas tremble.

The Numancia Flamingo was not the largest ship in the world, nor the most heavily armed. But it carried a passenger whose presence made admirals nervous and emperors cautious.

Donquixote Doflamingo sat on his throne—a simple chair on the deck, surrounded by his officers—and read the report in his hands.

The paper was thick, expensive, covered in handwriting that was not his own. It had come from an agent on Tres Kan Island, one of many who fed him information about the world's conflicts. Usually, the reports were mundane. A king here, a rebellion there, the endless churn of small wars that kept his weapons business profitable.

This report was different.

Subject: The boy of Haven.

Age: Approximately 16.

Power: Unknown. Not a Devil Fruit. Not Haki. Something new.

Capabilities: Can create matter from nothing. Can heal the sick. Can transform animals into sentient guardians. Has raised a dome that is reported to have defensive capabilities. Has created missiles of fire that can strike from significant distance.

Doflamingo read the report twice.

"A boy," he said, "who can create Vice Admiral-class soldiers from animals. Who can fire missiles from his dome. Who has conquered a kingdom in three months."

His officers exchanged glances. They knew that smile. It was the smile of a predator who had found something interesting.

"Joker," one of them ventured, "what are your orders?"

Doflamingo folded the report carefully and tucked it into his coat. He stood and walked to the railing of the ship, looking out at the horizon. Somewhere beyond the waves, an island called Tres Kan was changing. A boy was building something that should not exist.

And Doflamingo—who had built his empire on chaos, on war, on the suffering of millions—saw an opportunity.

"Vice Admiral class," he mused. "Impressive for a boy his age. But not a threat. Not yet."

He knew the power hierarchy of the world better than most. The Emperors of the New World stood at the apex—Kaido, Big Mom, Shanks, Blackbeard. Below them, the Admirals of the Navy—powerhouses who could level islands. Below them, Vice Admirals—strong, dangerous, but manageable.

A Vice Admiral-class guardian was nothing to scoff at. But it was also nothing that Doflamingo feared. He had faced Vice Admirals before. He had killed some. He had turned others to his cause.

"Send word to Vane," Doflamingo said. "Tell him to accelerate the timeline. I want Espartero and Ski to attack within the week. And tell him to send me more information on this boy. I want to know everything. His weaknesses. His fears. His people."

The officer bowed. "And after the attack?"

Doflamingo's smile widened. "After the attack, we will see what this boy is made of. If his forces are destroyed, then he was never worth my time. If he survives—" He laughed, a high, cold sound. "If he survives, then he may be useful. A Vice Admiral-class asset is not easy to find."

He turned back to the sea, his eyes fixed on a horizon he could not yet see.

"Find out everything about him," he said. "And when we know enough—when we know whether he is a threat or an opportunity—we will act."

The ship sailed on, carrying the shadow of Joker toward an island that had known only war and was beginning to learn peace.

Doflamingo's smile never faded. But beneath it, a small thread of caution wove through his thoughts.

Vice Admiral class, he thought. In three months. What will he be in a year?

He pushed the thought aside. There was time. There was always time.

That night, Dan stood on the roof of the meeting house, looking out at the city he had built.

Six generals stood guard across the territory. Four hundred and fifty thousand souls slept peacefully beneath the dome. The Star Wings blazed against the night sky, a promise of hope in a world that had known only darkness.

But Espartero was coming. Ski was coming. And behind them, a shadow called Joker was watching.
