Chapter 220: One World, One Konoha

The air in the Konoha Council Room was thick with anticipation. It wasn't the usual tension of budget debates or mission assignments. This felt... different. Heavier.

The heads of Konoha's major clans were present: Hyūga Hiashi, Aburame Shibi, Akimichi Chōza, Yamanaka Inoichi. Alongside them sat the village elders, Homura Mitokado and Koharu Utatane, their faces impassive but their eyes sharp. Key Jōnin commanders and department heads filled the remaining seats.

And at the head of the long table, seated in the Hokage's chair, was Uchiha Akira. His eyes were closed, his posture relaxed, yet radiating an undeniable, palpable pressure that kept the room utterly silent.

"Cough, cough."

Nara Shikaku, the Jōnin Commander and Akira's chief advisor, cleared his throat, the sound unnaturally loud in the quiet room. It broke the spell.

He stood up, his usual lazy demeanor replaced by a crisp professionalism. He walked to the massive, detailed map of the Ninja World dominating the center of the room.

"Now that everyone is present," Shikaku announced, his voice steady, "this emergency council meeting will now begin."

All eyes instantly focused on Shikaku, though everyone knew he was merely the prelude.

"As per Hokage-sama's direct instructions," Shikaku continued, "before the meeting officially starts, I will brief everyone present on the current strategic situation in the Ninja World."

Shikaku picked up a long wooden pointer, its tip hovering over the map. He gestured first to the vast, desert expanse representing the Land of Wind in the southwest corner.

"First, Sunagakure (The Village Hidden in the Sand)."

"The Land of Wind's Daimyō, citing economic hardship and Suna's perceived military failures, has drastically cut Sunagakure's operational budget in recent years. This has led to extreme financial difficulties within the village, making even basic operations incredibly challenging."

[Inorin's Note: The Daimyō are the feudal lords who rule the lands, while the Kage rule the hidden villages. The relationship is often strained, especially regarding funding.]

"The Fourth Kazekage, Rasa, possesses mediocre administrative ability and questionable leadership skills. He can only rely on his Magnet Release Kekkei Genkai to extract and sell gold dust, barely maintaining the village's essential expenses."

[Inorin's Note: Kekkei Genkai (Bloodline Limit) are unique abilities passed down genetically. Rasa's Magnet Release allowed him to control Gold Dust.]

"Sunagakure's only significant military deterrent is the Jinchūriki of the One-Tail (Ichibi), Gaara of the Desert. However," Shikaku's tone grew graver, "according to our latest, confirmed intelligence from embedded assets, Rasa's control over his son, Gaara, is highly unstable. One could even say it's a catastrophic failure. The boy is a volatile weapon they barely control."

[Inorin's Note: A Jinchūriki is a human who has a Tailed Beast sealed within them. Gaara contains Shukaku, the One-Tailed Tanuki.]

Shikaku paused, letting the implications sink in. "In short, today's Sunagakure is strong on the outside, projecting an image of power through their Kazekage and Jinchūriki, but desperately weak on the inside. Economically crippled and internally unstable."

Next, Shikaku's pointer moved east across the map, towards the islands representing the Land of Water.

"Second, Kirigakure (The Village Hidden in the Mist)."

"The brutal tyranny of the Fourth Mizukage, Yagura Karatachi, has completely lived up to its name, turning Kirigakure into the infamous 'Village of the Bloody Mist'."

[Inorin's Note: Yagura Karatachi was the Jinchūriki of the Three-Tails (Sanbi) and the Fourth Mizukage. His reign was marked by extreme cruelty, brutal graduation exams, and purges, later revealed to be due to him being manipulated.]

"They are systematically, brutally slaughtering ninja possessing Kekkei Genkai, viewing them as threats. This policy has led to frequent, bloody internal rebellions and severe losses in their overall military strength."

"Currently, Hidden Mist has adopted a complete isolationist policy. They have almost entirely severed all diplomatic and economic contact with the outside world, effectively becoming an isolated, volatile island."

In the conference room, many Jōnin nodded slightly. The tragic, self-destructive state of the Village of the Bloody Mist was, unfortunately, no longer a secret. It was a cautionary tale.

"Then," Shikaku continued, his pointer moving northwest, "there's Iwagakure (The Village Hidden among Rocks)."

His voice grew a few shades more serious. Konoha and Iwa had a long, bloody history.

"Iwagakure remains an old, established military powerhouse. Although it suffered undeniably heavy losses against Konoha, particularly against the Yellow Flash, during the Third Ninja World War, its foundations remain solid. Their shinobi are tough, pragmatic, and fiercely loyal."

"Especially their leader, the Third Tsuchikage, Ōnoki. He is old, yes, but he is the only ninja in the world today confirmed to have mastered Dust Release – a Kekkei Tōta that surpasses mere Kekkei Genkai."

[Inorin's Note: Ōnoki is the Third Tsuchikage. Dust Release (Jinton) is an advanced nature transformation, a Kekkei Tōta, that combines three elements (earth, wind, fire) to disintegrate matter on a molecular level.]

Shikaku tapped Ōnoki's name on a separate chart. "As long as Ōnoki lives, Iwagakure's strategic deterrent power, the ability to erase entire platoons from existence instantly, should never be underestimated."

Finally, Nara Shikaku's pointer moved, tapping heavily on the mountainous region at the very top of the map, where Kumogakure, the Hidden Cloud Village, was located.

His tone became slightly grave.

"Kumogakure (The Village Hidden in the Clouds)."

"They are currently the best-preserved in terms of raw military strength among the Five Great Ninja Villages. They suffered losses in the Third War, but recovered quickly. They are also, without question, the most aggressive and expansionist village."

"The Fourth Raikage, Ay, has a violent, impulsive temperament and advocates military might above all else. His policy is one of strength and dominance."

[Inorin's Note: Ay is the Fourth Raikage, known for his extreme speed using Lightning Release Chakra Mode and his aggressive policies.]

"Under his command, Kumogakure possesses two Jinchūriki who can perfectly control their Tailed Beasts: his adoptive brother, Killer B, host of the Eight-Tails (Hachibi), and the Jōnin Yugito Nii, host of the Two-Tails (Nibi)."

[Inorin's Note: Killer B (Eight-Tails) and Yugito Nii (Two-Tails) are rare examples of 'perfect Jinchūriki' who can fully cooperate with and control their Tailed Beasts' power.]

"Their military strength is intact and formidable. Their political approach is aggressive, almost predatory. And they have always coveted the fertile, resource-rich lands of our Land of Fire."

Shikaku looked around the room, meeting the eyes of the council members. "Currently, make no mistake, Hidden Cloud is our biggest, most immediate potential enemy."

After Nara Shikaku finished his comprehensive introduction, he put down the pointer and returned silently to his seat beside the Hokage.

The conference room fell into a brief, heavy silence once more.

The patriarchs of the various clans, the village elders, and the Elite Jōnin present – all seasoned veterans, all politically astute – sensed an unusual, dangerous atmosphere stemming from this stark intelligence briefing. This wasn't just a standard report. This was setting the stage.

All eyes, by unspoken agreement, focused entirely on the figure at the head of the table.

On Uchiha Akira.

Akira, who had remained still with his eyes closed throughout Shikaku's entire presentation, slowly opened them. His purple Rinnegan swept across the room, instantly commanding absolute attention.

"Shikaku's analysis is excellent," Akira stated, his voice calm but resonant. "Precise. Accurate."

He stood up, placing his hands flat on the massive, polished surface of the conference table, leaning forward slightly.

"However, he only analyzed the present."

"Today," Akira continued, his voice dropping slightly, gaining intensity, "I want to talk to you all about Konoha's past. And Konoha's future."

An invisible, almost suffocating sense of oppression instantly enveloped the entire conference room. The air grew heavy.

"Most of you present have personally experienced the horrors of the Ninja World Wars," Akira's gaze swept across the room, lingering on the older members, the veterans.

"I want to ask you," his voice was quiet, demanding introspection, "what exactly has war brought us? What has it truly achieved?"

No one answered. The question hung heavy in the air.

"War," Akira answered his own question, his voice hardening, "brings only death. Pain. And a legacy of unending hatred."

"The First Hokage-sama, Senju Hashirama, and my ancestor, Uchiha Madara... they joined forces. They fought to end the blood-soaked Sengoku period, the Warring States era, which had lasted for a thousand years. They founded Konoha, this village where we stand today, upon a dream of peace."

[Inorin's Note: The Sengoku Period (Warring States Period) was the chaotic era before the founding of the hidden villages, characterized by constant warfare between ninja clans.]

"This should have been the beginning of lasting peace," Akira's voice turned sharp. "But what was the result?"

"The result was that shortly after the First Hokage's death, the other fledgling Ninja Villages, coveting Konoha's strength and fearing its power, brazenly united and launched the First Ninja World War!"

"Twenty years later, driven by scarcity and ambition, the Second Ninja World War broke out again!"

"And finally," his voice grew colder, "there was the Third Ninja World War! The war that scarred every single person in this room!"

"And that was merely the most recent war!"

Akira's voice suddenly rose, sharp and resonant, carrying an undisguised, icy killing intent that made several council members flinch.

"In the Third Ninja World War, our Konoha fought almost single-handedly against the entire Ninja World! Iwagakure! Kumogakure! Kirigakure! Sunagakure! War came from all directions!"

"How many shinobi did our Konoha lose in that war?! How many of our best and brightest?"

"How many families were shattered because of it? How many children orphaned?"

"How many geniuses, who should have shone brightly and led our village into the future, fell nameless on some cold, forgotten battlefield?"

The older generation of ninja who had experienced the Third War began to breathe heavily. Their fists unconsciously clenched under the table. Old wounds, barely scabbed over, were torn open. Faces showed expressions of raw pain and remembered grief.

"Why?" Akira demanded, his voice echoing in the tense silence.

"Why is it always us? Why is it always Konoha that becomes the target, the victim, every single time?"

He slammed his hand flat on the table, the sound cracking like thunder.

"It's simple!"

"Because our Land of Fire, where Konoha is located, is the richest, the most fertile, the most prosperous land on the continent! And the weak always covet the strong!"

The entire conference room was utterly silent. No one could refute his words.

"The First Hokage, Senju Hashirama," Akira continued, his tone shifting to one of cold, scathing analysis, "for the sake of his idealistic, so-called 'peace,' made a fatal error. He divided the immensely powerful Tailed Beasts, weapons of mass destruction, among the various major Ninja Villages. He established the 'one-country, one-village' system, hoping this balance of power would maintain the stability of the Ninja World."

"What a grand, noble ideal," Akira's tone was filled with undisguised, bitter sarcasm.

"But what was the actual result?"

"The so-called 'balance' only brought a temporary, fragile truce! A pause between conflicts!"

"The so-called 'peace' was merely the bloody prelude to the next, even larger-scale war!"

"This system... Hashirama's dream... far from bringing permanent peace, instead fostered endless suspicion! Antagonism! And a relentless arms race among the various Ninja Villages!"

"As long as the 'one-country, one-village' system exists for one more day... war will never truly end!"

His voice resonated with absolute conviction. "It brings not peace, but an endless, self-perpetuating cycle of hatred!"

Uchiha Akira finished speaking and paused, letting his words hang heavy in the air.

Everyone present had a solemn, almost fearful expression. They understood the terrifying implication of his argument.

They all realized how earth-shattering Uchiha Akira's next words would be.

"Since the system is fundamentally flawed," Akira stated, his voice now devoid of anger, filled only with cold, absolute certainty. He surveyed the room, his Rinnegan gaze disdainful of the old world order.

"Then I will personally shatter it. Completely. And I will rebuild it."

"From this moment forward, in this world... there is no need for five Great Ninja Villages. There is no need for any damned 'balance of power'."

The entire conference room was so quiet you could hear a pin drop.

Everyone held their breath, their hearts pounding in their chests. This was treason against the entire world order. This was a declaration of war unlike any before.

"In this world," Akira declared, his voice calm, yet more impactful, more absolute than any shout, "there only needs to be one Konoha."

He looked slowly around the table, meeting the eyes of the many Konoha high-ranking officials present – the leaders, the warriors, the strategists who would have to enact this vision.

"I have finished speaking."

Uchiha Akira withdrew his hands from the table. He slowly sat back down in the Hokage chair, leaned back against the high backrest, and calmly intertwined his fingers, resting them on his lap.

He looked at them. His council. His village leaders.

"Now," he said, his voice quiet, almost conversational, yet demanding an answer. "Tell me."

"Who agrees?"

He paused, his gaze sweeping the room.

"And who opposes?"
