Chapter 2 - Episode 2: Red Shadows over the Wetlands

Late Autumn, 2013. Shatian Town, Beihai.

The mangroves of Shatian are the lungs of this sea. At high tide, their lush canopy floats on the water; at low tide, the mudflats teem with fiddler crabs and mudskippers. For men like Old Chen, this silt is their last honest paycheck.

But this morning, as Chen pushed his wooden skiff into the shallows, the air was sliced by the screech of grinding metal.

Three massive long-arm excavators—looking like prehistoric monsters—were crawling across the soft tidal flats. Their heavy treads crushed countless breathing roots into the muck.

"Stop! That's a protected forest! Where are your permits?" Chen jumped from his boat, mud swallowing his knees as he spread his arms to block the lead machine.

From the operator's cabin, a man in a red hardhat leaned out and spat a glob of betel nut juice. "Old man, the permits are in Big Boss Qi's pocket. This is the future site of the Qi-Shi Logistics Pier—a key city project. Do you want to block the path to riches, or do you want to spend a few nights in a cell?"

1. The Commander Behind the Glass

Miles away, in a seaside skyscraper in Beihai City, Big Boss Qi sat before a wall of high-definition monitors. The screen displayed the standoff at the Shatian shoreline.

"Boss, the locals are rioting. Dozens of fishermen are surrounding the machines," whispered his lieutenant, 'Moray,' rubbing a tattoo on his wrist. "Should I send the 'Security Team' with some hardware to clear the beach?"

Qi shook his head, a cold smirk playing on his lips. He picked up an encrypted phone.

"Director Xi? There's some 'noise' down in Shatian. It's slowing down our pier project. Don't you think it's time for your boys to go down there and... 'educate' them on the law?"

A deep, calm voice responded from the other end: "Qi, watch your public image. I'll have Director Liao lead a team to handle it. Remember, it's 'maintaining construction order,' not a brawl."

Hanging up, Qi turned to Moray. "Go. Gather some outsiders. No uniforms—tell them they're 'temporary construction workers' who got into a 'verbal dispute' with the fishermen. Once Liao's men arrive, the show begins."

2. Liao's "Mediation"

An hour later, the wail of sirens shattered the peace of Shatian.

Director Liao arrived, flanked by dozens of officials. He looked at the mud-caked beach and the angry fishermen, his brow furrowed as if he were the one being victimized.

"Quiet down! Everyone, listen to me!" Liao shouted into a megaphone. "The Qi-Shi Group's project is legal. You are obstructing construction. This isn't just a crime; it's an attack on this town's prosperity!"

"Liao! They're bulldozing the mangroves! That's our livelihood!" Chen's voice was raw from screaming.

"The land belongs to the State! This development is so you can all live in apartments and drive cars!" Liao's tone turned razor-sharp. "Disperse immediately. Anyone who continues to incite a riot is an enemy of the business environment. We will take you into custody!"

The moment Liao stopped speaking, a group of "temporary workers" hiding behind the excavators lunged into the crowd. They began shoving Chen and the elderly fishermen.

"You looking for a grave, old man?"

In the chaos, no one saw who swung first. An iron pipe came down hard, slamming into Old Chen's shoulder.

3. The Vanishing Letter

That night, the sky over Shatian Port turned orange.

The fishermen's temporary shacks were in flames. Big Boss Qi sat on a luxury speedboat nearby, swirling a glass of red wine. He watched the fire as if it were a magnificent opera.

"Liao knows how to handle things," Qi sneered. "Double the 'stability maintenance fee' to Director Xi tomorrow. And as for that old man, Chen... make him disappear for a few days. I don't want him talking to the City Inspection Team when they arrive."

Old Chen spent the night locked in a windowless warehouse. Inside his shirt was a mud-stained envelope addressed to the "Higher Authorities."

Moray snatched it and ripped it into confetti right in front of him.

"Old man, in Yamaguchi and Shatian, Big Boss Qi is the law," Moray said, patting Chen's cheek. "You want to complain? Your letters don't even make it out of Beihai before they land on the Boss's desk."

Looking at the scraps of paper on the floor, Old Chen's clouded eyes welled with tears. He realized then that the "Stone Boss" was a mountain so heavy it was suffocating the very sea itself.
