Strictly speaking, both of these consciousnesses were born from the Lost Fangs, each possessing control over the Lost Fangs.
Of the consciousness born from the Ceremony of the Holy Blood of the Thirteen Clans, it is evidently much stronger than the first consciousness. Furthermore, it has now unified all chaos within itself, no longer being influenced by the present. In terms of control over the Lost Fangs, it can easily, in an instant, overpower the first consciousness.
