Reinstatement means restoring someone or something to a previous position, status, or condition. Depending on the context, it typically refers to giving someone back their job, making a canceled insurance policy active again, or bringing a suspended license or rule back into effect.
For this situation Shun was inactive for a very long time once reinstatement exam is held, one can examine whether someone is still fit to become adventurers once more. After that there will be adjustments to be held due to the new rules and new qualifications for each rank.
Once the re-evaluation is held, the new rank will be showcased and active status will be given to adventurers who passed the exam.

Without giving ample time to recover, Shun then quickly landed on the ground and he shot towards Alex and struck a straight punch towards him, however in that moment the person himself somehow dodge his attack as he pulled out his spear and swung it towards Shun.
Seeing this Shun quickly dodge the attack by quickly ducking down, as he immediately spun around and kicked upwards towards Alex.
Surprisingly Alex manage to block that kick with his spear, before he unfurled his dragon wings and raised a huge gust of wind towards Shun.
Because of that Shun was caught off guard as he got blown away by the wind, which was taken advantage of Alex in order to glide and strike him at break limit speed.
In one attack Alex flew so fast that Shun barely manage to keep it up within naked eye without using his mana. However at the speed he was going, Alex was able to sneak in on Shun's blindspot, as he thrust his spear forward.

However with his own dragon scales Alex simply tank each of Shun's blows, as he sneaks in counter after counter leaving Shun bruised in each confrontation.
From there Shun changed his tactic when fighting Alex, as he caught his spear and immediately pulled Alex in for a powerful strike to the face.
After that Shun caught Alex by the collar as he threw him over his shoulder and slammed him downto the ground.
Afterwards he then struck a punch towards Alex, only for the latter to roll onthe ground to dodge his attack. Unfortunately the moment he rolled away and stood back up, Shun quickly spun around and kicked Alex straight to his face.
This time Shun manage to break Alex nose, as he started to bleed and get irritated from getting hit by such a weaponless attack.
In retaliation Alex charged at him with his claws as he sent slash after slash after slash, only for Shun to dodge every single attack and even manage to counter every few openings he showed.
After that Alex also tried bring him with his sharp teeth, only for Shun to counter witha knee kick straight to the face, followed by a liver shot, ear shot, straight punch to the face, uppercut, knee kick, upward kick, and axe kick.
From that alone Alex struggled to get up as each blow from Shun was so strong that it can literally destroy reinforced walls. Since Shun repeatedly targets his face, the damage alone simply stacked up until it became unbearable.
Just like that Shun brought Alex on his knees with simply hand to hand combat.
