What is the first step to creating a new Legendary giant?
In the past, even Regigigas himself couldn't really say.
Wasn't it just shaping a Legendary giant? Designing a form based on its own research and stuffing some things inside?

However, halfway along the way, Regigigas once again changed direction.
It didn't go to Onigashima, but instead walked toward Mt. Fuji.
Mt. Fuji was a dormant volcano, with a massive amount of magma stored beneath it.
There, both the rocks needed by Regirock and the magma needed by Registeel existed in enormous reserves.
Although Regigigas understood that what its creations lacked was a Plate, it had no intention of borrowing one from Arceus.
Plates were not items that couldn't be lent out. As long as Arceus permitted it, he wouldn't mind lending his Plates to others.
The only condition was that they had to be returned.
But this situation was different.
If Regigigas went to Arceus and said, "I want to borrow your Plates to create other toilets," then the issue would be far more than just borrowing.
Creation was Arceus's authority.
The Plates were Arceus's property.
Borrowing Arceus's Plates to create other Pokémon would be like telling an emperor, "Lend me your imperial seal so I can write an imperial decree."
The King of the Legendary giants Ability itself is Slow Start. It didn't want something like this to cause that Ability to become permanently unusable.
As for how it came to be, if it really ended up with an Ability that couldn't start at all, then the rumor that Slow Start had been beaten into it would no longer just be a rumor.
