It wasn't that Alterra was averse to getting involved in other territory's matters.
On the contrary, they had done so many times. Pretty much every town they were now associated with, as well as their satellites, had changed a lot due to their meddling, didn't they?
But those had always been their own volition, and done because it would benefit Alterra greatly and increase its overall safety. Otherwise, they would never send the people outside to risk their lives!
