After all, despite the severe crisis in Twilight Province, from the Empire's perspective, Theoden Devalu can still be considered a competent "rancher."
At least the crisis is contained within the province, without affecting the entire Kingdom.
Edward smiled lightly and said in a soft voice.
"We need only to align with Chief Referee Ximenes' interests, not the Church's."
Elaric held his breath before speaking after a long pause.
"What do you mean?"
Edward spoke pointedly.
"The Judicial Court is sinking into the mire, and they are not entirely blind to the dissatisfaction of the Twilight citizens. Chief Referee Ximenes needs a clean victory. Although he doesn't mind being used by the King, you and I both know he did not come for that purpose."
Without waiting for Baron Elaric to ask, Edward continued.
