Ino said, "I believe that due to a previous accident, Naruto's soul may have been lost over in the Sixth Universe. I suspect there is also a village similar to ours over there. Regardless, I must go over and bring his soul back."
Whis smiled politely. "A very good analysis. So, you want me to...?"
Ino stated with certainty, "I need you to take me to the Sixth Universe. I want to bring Naruto's soul back."
Whis stood quietly in place and thought for a moment. "You know that the Angel Attendant of the Sixth Universe is my sister, Vados, right? If she knows I took you over there, she will definitely be very annoyed."
Ino sighed. "Fine, you win. Twenty bowls of instant noodles, and I'll pack a portion of sushi for you as well."
Whis covered his mouth. "Ohohoho, how truly embarrassing. Then it's a deal."
His expression suddenly became serious. "But when you get there, don't cause trouble, and definitely do not abuse your time abilities, okay?"
"I know, you're so wordy."
Ino first informed Hinata and Himawari, indicating that she would be out for a few days.
She handed over the Hokage's work to Gaara and Shikamaru as per convention. She rejected the requests of the Konoha ninja who wanted to follow her; bringing too many people would actually be inconvenient. Whis looked easy to talk to, but his thoughts were actually quite deep. Asking him to transport a large mess of people through space would easily arouse his ill will.
Ino would just quietly go over, find Naruto's soul, and bring it back. That would be the end of it.
Seeing that her battle power was about to reach one hundred million, if even she encountered danger, bringing any amount of subordinates would be useless.
"Let's go. Early departure, early return."
"Alright. Hmm, just place your hand on my shoulder."
Whis took Ino and entered the space channel.
The light on both sides was colorful and chaotic. Ino tried to make something out from the middle of it, but the result was that her eyes became blurred, and she still couldn't discern the secrets of the Angel's space travel.
Whis suddenly turned his head. "Eh? How strange. Why do I sense some Supreme Kai aura from you?"
Ino issued a standard triple denial: "I don't, I'm not, don't talk nonsense."
"If I had Supreme Kai abilities, I wouldn't need to use ramen to bribe you."
"That is true. Ohohoho—!"
Inside the space channel, many things that were inconvenient to say outside could be spoken.
Ino spoke up, "Say, Whis."
"What is it?"
Ino lowered her voice. "What is the average Civilization Index of our universe right now?"
Whis's voice was equally light. "I don't know, oh."
"Ask the Grand Minister. At least let me know, has it increased recently?"
Whis silently recited a spell toward the magic orb at the head of his staff, waited a moment to receive information from the other end, and then turned back to look at Ino. "It is still 3.18, oh."
Ino was stunned. "That can't be, right? I've been very hard-working recently. After the Underworld Martial Arts Tournament, I did so many things. Did the Civilization Index not rise at all?"
Whis was rarely serious for a second. "My father says it rose by 0.0015."
Ino: "..."
I destroyed several planets and even killed Frieza, yet the universe's civilization level only rose by this tiny bit?
"The Seventh Universe is still ranked second to last, right?"
"Yes, oh."
Ino scratched her head in frustration.
The Supreme Kai within her universe, to put it nicely, practiced 'quiet inaction.' To put it harshly, he was scared witless by Majin Buu.
He managed nothing, putting on a detached air and claiming it was to let intelligent life find its own way out.
Among the twelve universes; the First, Twelfth, Fifth, and Eighth Universes all met Grand Zeno's standard of a level 7 Civilization Index. How did their Civilization Index come about? Was the quality of their intelligent life simply higher? No. It was because the Supreme Kais and Kais over there were as busy as spinning tops. Through hundreds of thousands, even millions of years of hard work, they maintained their original aspirations and stood united.
And here in the Seventh Universe? Heh...
To tell the truth, North Kai was definitely a good person and a good friend. When Son Goku took Cell there to self-destruct, killing the dignified Kai, he didn't even get that angry. Afterward, Son Goku kept saying he would use the Dragon Balls to resurrect North Kai, but then repeatedly flaked on him—forgetting today, having something to do tomorrow, forgetting again the day after.
It got to the point where North Kai was routinely mocked by the other three Kais, and in the end, it seemed he was never resurrected... If this happened to a normal person, like Ino, she would have flipped out long ago.
North Kai was a good person, but not a good Kai.
When Ino took Naruto there to seek medical help previously, what was North Kai doing? He was leisurely building a brick wall!
The other three Kais and the Grand Kai didn't manage anything, and don't even mention the Supreme Kai above them. The Seventh Universe was purely in free-range mode.
Whether these gods existed or not could be said to have zero impact.
Many people said that the Tournament of Power was held by Grand Zeno at Son Goku's suggestion, dumping all the blame onto Son Goku. This statement was actually incorrect.
Why would Grand Zeno want to watch people fight? He was like a child; what did he know? In reality, there was a hidden hand deep within, concealing his merit and fame: the Grand Minister.
The Grand Minister was just like the head eunuch at the end of the Tang Dynasty. He had to play with the little emperor, handle state affairs, and even personally lead troops to fight the Tibetans. The scope of his jurisdiction was unusually comprehensive.
Grand Zeno long had the idea of erasing backward universes. According to that person's thinking, the four level 7 universes would be kept, and the remaining eight would be completely erased. In Grand Zeno's view, this was just a game. If I'm not happy, the backward universes can just be erased. In his eyes, humans didn't even count as microbes; did they need pity? It was only under the secret promotion of the Grand Minister that the idea of deciding victory and defeat through a tournament came to be.
Originally, eight universes were to be eliminated. Now, an opportunity was given where seven could be eliminated and one preserved.
How crafty was the Grand Minister? He shifted the blame to Son Goku, focusing all the hatred onto the foolish Saiyan's head.
During this period, Ino had acted as a Supreme Kai to guide conflicts between intelligent life forms and establish behavioral norms, and acted as a Destroyer to destroy those planets filled with evil. Yet the result was that the improvement in the universe's Civilization Index was minimal.
"Whis, do you think that if we unite now and work hard to improve the Civilization Index, we can catch up to those advanced universes?" she asked the Angel.
Whis was unusually calm. "That is your affair. I am merely Lord Destroyer's attendant."
"Last time you said you would also be erased along with everyone else."
Whis had a smile on the corner of his mouth. "Oh? Did I say that? Did you remember incorrectly? Ohohoho!"
Ino sighed gently. His status was transcendent. As the son of the Grand Minister, he simply didn't fear Grand Zeno's universal erasure.
When Destroyers and Supreme Kais saw Grand Zeno, it was like a mouse meeting a cat; each one bowed in grand salutation, wishing they could stick their butts up in the air. The Angels stood straight by the side, the difference in status clear at a glance.
Grand Zeno could become two because of different timelines, but from beginning to end, there was only one Grand Minister. The weight of this fact was worth deeply pondering.
If one day a 'Grand Grand Zeno' popped out of some nook or cranny, Ino wouldn't be surprised in the least...
