Chapter 199 - CHAPTER 199

The Land of Water – Kirigakure.

It had been nearly a month since Mizuki Ryosuke's return from the Land of Rain.

Currently, a high-level strategy conference was being held in the Mizukage Tower. Presiding over it was none other than Mizukage Mizuki Ryosuke himself, whose power, reputation, and strategic vision had by now deeply stabilized Kirigakure's political landscape.

At the rectangular stone table in the council chamber, Ryosuke sat at the head, calm and authoritative. On his left, sat three of Kirigakure's current cornerstones of military might: Anbu Commander Nagikito Mangetsu the younger brother of the famed Hōzuki Mangetsu, revived as a clone-like successor; Hoshigaki Kisame the White Shark Unit's commander and wielder of Samehada; and Jōnin Corps leader, Kuroshima Morita, a tactician of notable experience who had survived multiple Shinobi World Wars.

To Ryosuke's right were the key administrative and political leaders: Maeda Yuanshi the eldest of the village elders and a deeply entrenched figure in the inner court; Kaguya Yuta captain of the Mizukage Guard and Ryosuke's long-time right hand during the internal reforms; and finally, a new but meaningful face Mizuki Mitsuhiko, Ryosuke's personal disciple and newly appointed head of the Mizuki Clan.

Yes, Mitsuhiko, once a mere Genin trailing behind the larger ambitions of the Mizuki family, had now become the 63rd patriarch of the restructured clan a decision endorsed not by hereditary power, but by Ryosuke's calculated appointment.

Originally, after Mizuki Hidero's betrayal and subsequent downfall, the Mizuki Clan had fallen into disarray. Struggling to survive politically, the clan had repeatedly and humbly invited Ryosuke its most illustrious bloodline member to return and take over as its patriarch. But Ryosuke, never one to forget the clan's earlier betrayal and abandonment during his rise, outright refused.

He remembered how they had backed Mizuki Taki over him how their allegiance was always to the strongest, never the most righteous.

Now, with vast strength of his own and firm control over Kirigakure's Anbu, administration, and military, Ryosuke no longer needed the Mizuki Clan's political capital. Unlike his predecessor Taki, who needed the clan's backing to ascend as Mizukage, Ryosuke had forged his own legitimacy through blood, war, and will.

Seeing Ryosuke unmoved, the Mizuki clan resorted to subtler methods: gifts delivered daily to his estate, intermediaries sent through trusted acquaintances, and even clan elders with past ties to Ryosuke's late mother. Most persuasive of all, though, was Mizuki Liuhua his younger sister. Moved by the clan's desperate sincerity and appeals to blood, Liuhua herself interceded on the clan's behalf.

And so, Ryosuke relented not to the clan, but to his sister.

Even then, he refused the patriarchal position but presented a condition: his disciple Mitsuhiko would take over the role. The clan agreed readily. Mitsuhiko, a Jōnin trained personally by Ryosuke, was a symbol of both reconciliation and reform. His bloodline son of the elder Mizuki Yuuto and younger brother of the late Mizuki Eiro appeased both traditionalists and pragmatists within the clan. His appointment hinted that Ryosuke bore no intention of purging the Mizuki bloodline, further calming internal tensions.

Thus, under careful political maneuvering, Mitsuhiko became the youngest Mizuki patriarch in generations at sixteen, his rise sanctioned by the Mizukage himself.

He knew the truth: his power, his position, even his clan's survival all flowed from Ryosuke's mercy. And for that, he was unswervingly loyal.

Everyone in the chamber knew the story. No one questioned Mitsuhiko's right to be seated at the table of high command.

Additionally, the meeting's observation bench held an unusual guest not a person, but a large, bloated orange ninja cat, who sat on a cushion, licking his paw lazily.

"Meow~"

It yawned noisily, clearly bored.

This rotund feline was Nyutaro, Ryosuke's contract summon and the son of the Great Elder Cat Boss from Cat Country. Since establishing formal ties with the Cat Country through the Hidden Mist's expanded diplomatic missions, Nyutaro had taken up two posts: Director of the Kirigakure Ninja Animal Hospital and Official Feline Liaison to the Hidden Mist. Based on his growing belly, Nyutaro seemed to be enjoying village life immensely.

No one questioned the cat's presence. Those familiar with Ryosuke's eccentricities had long grown accustomed to it.

Suddenly, Ryosuke's expression hardened. His gaze swept over the chamber, and an oppressive pressure a refined yet suffocating blend of Killing Intent and controlled Chakra rippled through the room.

Even Nyutaro, previously half-asleep, jumped up with a hiss, his fur standing on end.

The seasoned warriors and administrators around the table felt it instantly: Ryosuke's strength had evolved. It was subtle but undeniable. After returning from Amegakure, the Fourth Mizukage had clearly grown stronger.

"Gentlemen," Ryosuke began, voice steady but layered with hidden urgency.

"Before we begin this meeting, I'll speak plainly."

"We are approaching a wave of unprecedented change in the ninja world."

"A storm is coming both opportunity and danger."

"I have summoned you here to decide how Kirigakure will navigate this upheaval."

The air thickened as Ryosuke finished. His tone carried the certainty of foresight.

He turned to Kisame, his trusted intelligence operative.

"Kisame, share your findings."

"Yes, Lord Mizukage."

After withdrawing from the Land of Rain, Ryosuke had reassigned the White Shark Unit formerly focused on Amegakure and Akatsuki-related operations to surveil the movements of Sunagakure and Iwagakure.

Kisame stood, Samehada slung across his back, and launched into his report.

"First, on the Sand Shinobi front hostilities with Rain Shinobi continue."

"The war's escalated. Both sides have committed nearly all elite units."

"Hanzo's personal 'Guard Unit' all formerly thought dead has deployed. And in response, the Sand has unleashed their full Puppet Brigade."

"In short full-scale war is already underway, with only the top leaders yet to engage."

"And I don't think it'll be long before Hanzo and the Kazekage step in personally."

As murmurs swept through the room, Kisame continued.

"As for Iwagakure they're mobilizing. Massive troop movement and ration stockpiles suggest imminent deployment."

"However no clear target has been identified."

At the mention of Iwagakure, a chill ran through the room.

Everyone present understood the implications. The Third Tsuchikage, Ōnoki, known for his cunning and mastery of Jinton: Genkai Hakuri no Jutsu, was no warmonger but when he moved, entire nations shifted.

Was his target Rain Shinobi? Leaf? Mist? Or would he exploit the chaos between Rain and Sand?

The war between Sunagakure and Amegakure was already altering the balance of power. But if Iwagakure moved to intervene or worse, expand its borders it would plunge the entire continent into another large-scale Shinobi World War.

And that was precisely what Ryosuke feared.

The Mizukage's fingers tapped the stone table slowly.

One beat. Two.

Then silence.

No one dared speak out of turn.

In his mind, Ryosuke considered his position. He had returned from Amegakure with more than just battlefield insights he had seen the fragile equilibrium of power. And now, with Rain bleeding and Sand flaring, the time to choose Mist's path had come.

Would they remain neutral? Ally with one side? Strike independently?

The Mist's next step would shape the era to come
