"No matter who the Rock Shinobi chooses to strike next, it will inevitably escalate the scale of the conflict," Mizuki Ryosuke said solemnly, his Rinnegan briefly flashing beneath his lids as he scanned the room.

"The shinobi world is dangerously close to entering a second full-scale Great Ninja War," he continued, voice low but firm.

His expression was unreadable.

"I agree."

With that, unanimous consent had been reached. Kirigakure would enter the war on its own terms.

"And the output capacity of our factories?"

Gasps echoed through the room.

Several looked at each other, stunned. None had realized Kirigakure's material strength had become this vast.

Ryosuke only smiled.

Since his ascension, he had diverted nearly all available resources into building Kirigakure's industrial foundation. With new factories around the village and hidden facilities offshore, the Mist had churned out war materials non-stop for two years. Massive shipments of food and medicine had been quietly purchased from minor countries while prices were low.

He had drained the treasury but filled the vaults with potential.

Now, as war ignited, those supplies would multiply in value.

"Even if we sold only a portion of our stockpiles through intermediaries like Yakushi Kabuto," Ryosuke explained, "the profits would rival the Daimyō's annual revenue."

Everyone listened in rapt silence.

"In addition, our armories are now self-sustaining. We can meet battlefield demands without depending on any foreign imports."

Confidence surged in the room.

Then Ryosuke's tone shifted.

"I anticipate that this war will surpass the Third Great Ninja War in both duration and devastation."

He paused. His eyes swept across the room.

"Our war will unfold in three phases. Each tailored to the evolving state of the world."

"The first phase I call it the 'Heating Stage.'" He raised a hand, fingers clenched.

"In this stage, the Five Great Nations will ramp up their conflicts. But most will remain measured in their responses. There will still be attempts to restrain the violence, to avoid crossing into total war."

"In this stage, we stay out."

Everyone nodded.

"Instead, we focus on selling supplies through neutral agents. I've already coordinated with Hanzō of the Salamander in Amegakure and the Third Kazekage's envoy in the Wind Country."

Ryosuke's gaze flickered with confidence. Every move was planned.

Maeda Genshi gave a small, approving grunt.

He had feared that Ryosuke, still young by Kage standards, might be overzealous. But now he saw it clearly Ryosuke was not driven by impulse. He was engineering every outcome.

This wasn't just about victory.

It was about shaping the new order.
