They are also divided into different grades, just like the grades of Accessories, in order of...
White, Green, Yellow, Blue, Purple, Red, Gold, Pink, Seven-Color.
White is the lowest.
Seven-Color is the highest.
However, the grade only represents rarity and does not fully represent the strength of the empowerment. The strength is still determined by the civilization itself. For example... "Within the civilization, there is a low probability of generating Murphy Stone Ore," this Civilization Empowerment, for him, is almost completely garbage.
Not to mention Gold.
It doesn't even deserve White.
Unless it's given for free.
