Vasa projected the three registry rooms across the command table. Population lay inside the folded apartment blocks, where every tenant notice had become a living list. Territory lay beneath the new boundary wall, where the Surveyor had connected roads, anchors, and foundations to its moving map.
Authority sat inside Parcel Zero beneath the old government headquarters. It held the rule that decided whether a city record, a private claim, a foreign root, or a district form became binding when the others conflicted.
"They are rebuilding each other," Vasa said. "If Population falls alone, Authority reprints the names. If Territory falls alone, Population assigns the same people to another block. If Authority falls alone, the other two create an emergency administrator."
