3Chapter 16

Emily Piggot raised an eyebrow at the woman before her. The entire interview she had yet to sit still and had in fact popped, literally, popped around the room looking out the various windows and poking her nose into things.

She also named the peace lily.

She called it Betty, but said slowly, Beah~teee.

"Whatever medication you are on for ADHD, it is not strong enough." Emily stated finally after a rousing few moments of Mouse Protector looking out the window crushing peoples heads between her fingers.

"They don't prescribe medication that strong boss, the closest they have is used by anesthesiologists". Mouse Protector offered." And my liver can't take much more vodka."

"So I am not surprised. Did Armsmaster tell you why I asked you here?"

"Well I figure with what the old tin can said it was either going to ask me some questions on the state of the bay, or to bask in the glory that is Mouse Protector. I mean if you want an autograph just ask, nothing to be ashamed of."

"It's the first one."

"I figured. It's kinda rare any adult other than creepy old men want my autograph." Mouse Protector huffed, popping back into the chair before Emily's desk.

"So then, what is the current state of the ENE area, in terms of gangs, crime, and the team build?" Emily asked.

Mouse Protector paused to consider, holding still for longer than Emily expected she was capable of.

The cape took a deep breath and made Emily immediately regret the question.

Mouse Protector promptly fell out of her chair onto her back on the floor after the tirade and lay there panting trying to catch her breath.

Emily sat in her chair processing the tirade before she closed her eyes and rubbed them. Alucard and Mouse Protector were going to meet, fall in love, have eight kids that they would try to make her the godmother/ surrogate grandmother of, she just knew it. Maybe she could negotiate for being the wine aunt instead.

"Right. Two things then Mouse. One I am going to enforce the Wards Side kicking program. Make up a schedule that works, but leave Armsmaster off of it for the moment. Don't forget to add Alucard and Druid in the rotation, but stagger them to join in at the end of the month." Emily ordered." Give them some time to adjust to the place then start them off after Thanksgiving."

"Got it boss." Mouse called from the floor.

"Two, I want you to stop using incorrect formats for your weekly reports. Follow the template for all and I do mean ALL official reports."

"Awww."

Emily sighed, better to start the carrot and stick routine now.

"That said there is no official protocol for what color the ink needs to be in, nor the type of font as long as it is legible, though I will assign a punishment detail if anything in comic sans crosses my desk. Is that clear?"

"As crystal boss."

"It needs to be clearer than that, there are some opaque crystals and I don't want you weaseling out of this somehow."

"Oh you're good. But in my case it would be 'Mousing' out of it." Mouse Protector offered. "Means the same thing, only cuter."

"There is no such word."

"Yes there is, I taped it into the dictionary myself."

"Putting a word in your dictionary does not make it a real word."

"I didn't just put it in MY dictionary."

"Am I going to get a call from legal about you?"

"First of many!"

"Get out of my office."

3Chapter 17

"… and that is the situation. Will you have a problem with a Ward side kicking to you while you remain in ENE?"

"No director. I understand it is something that has been overlooked here given the state of the bay." Miss Militia offered, her gaze shifted over the office and to the large mirror behind the new director's desk. Given the placement of one of her computers, it was clearly so she could keep an eye behind her. Miss Militia wondered if that was from practicality or paranoia. The closed shutters in the room could be either as well, though it also spoke of someone familiar with sniper sight lines which fit the rumors on Director Piggot. She could see open sky on two sides of the building when she looked into the mirror, neither of the views included any buildings which supported the sniper theory, as only something or some one flying would be able to get a good line of sight.

"And in regards to the time extension. Are you alright with this?"

Miss Militia let out a small sigh. " I am quite fine with that as well Director. After a few events I fully expected to be placed wherever Mouse Protector was assigned. Particularly since I seem to be the only one she actually listens to."

"You seem resigned to that. You shouldn't be, if you wish to go back to Seattle you can. I can deal with Mouse Protector, she's not the only problematic cape I've had to work with."

"No no, it's fine. We are friends I suppose. Perhaps not always, but Mouse, Armsmaster, and I were in the same Ward program.

"That still shouldn't be a reason for you to be stuck following her around. If you want to do something else one person should not be stopping you." Emily pointed out. "I would rather those who work with me actually want to be here."

"Wherever I am needed I am fine with being, Director. ENE is fairly bad and I'd hate to leave any of you understaffed."

"Well thank you for that. Still, Meadows put that you were here due to Mouse Protector, is that something I need to worry about?"

"Maybe at first, but I've been here for nearly a year now and I've gotten used to it. There was some bad blood between myself and Mouse for a time, though she apologized and I like to think we worked through it."

Emily took note of the expression she could see on the capes face and snorted in amusement.

"Let me guess, she annoyed you until forgave her?"

"Oh god yes. So many letters, cards, emails, singing telegrams , strippers and all manner of things. I finally gave up when she stood outside of my apartment at 3 am blaring 'In Your Eyes' from an old boom box she found." Miss Militia huffed. there had also been the comment that Mouse had given her when caught, that was simply 'She was not a Master.' It had taken Miss Militia a bit of time to figure out that statement.

"….. that tracks… did she have a Chevelle Malibu as well?"

" No. Mouse has issues with cars… I assumed that was in her record."

"Yes but there's no clarification."

"It's an issue from her trigger." Miss Militia stated.

Emily froze for a moment and nodded. "I see."

"She told me what happened and it's a fair reason for why she is the way she is, but…"

"Don't worry about it. I'd suggest she get some therapy but that doesn't always work. And I'm not going to ask about anyone's trigger events. I've seen the results of one first hand and if I had the ability I would have probably triggered two or three times in my life with some of the shit I've had happen to me." Emily waved her hand dismissively. "In any event I'm not going to ask unless it becomes an actual issue that I need to know."

"Not many are as understanding, though you sound as if you have experience."

"I'm in the loop of the bullshit that makes capes. Worst day of your life gives you super powers. If there is a god he's a fucking asshole." Emily grumbled.

"Some people think it is worth it."

"Do you?"

"No."

Emily nodded. "Moving on, do you have anything to note about the state of the bay, anything that stands out to you.

"I'm sure Armsmaster has pointed out anything relevant with the gangs, though I suggest you ask Assault about them. He claims to have some contacts and every so often he turns up something interesting. At least in the time I've been here."

"I'll keep that in mind, anything to say about your team mates or the Wards?" Emily questioned.

The woman pondered a moment then shrugged. "I haven't noticed anything about my coworkers other than Mouse, as I spend more time with her for obvious reasons. I have noticed some things about the Wards however, though I am not a psychologist."

"I'm not asking you to be one. I just want to know if you've seen anything that might need to come to my attention. I won't promise I can fix anything but I want to know about anything that I might need to watch for."

"Fair enough. It is about Vista. She strikes me as a little… I'm not sure the word."

"Well what have you seen?"

"She spends most of her time here, even her days off. She has been caught fudging the time sheets to give herself less time on them so she can stay here more often. She's been known to come in and stay in the Wards room even on her days off."

"She's over working herself? Or is her home life that bad?" Emily wondered aloud.

"Perhaps a bit of both, when asked she simply says that she is fine and gets quite defensive." Miss Militia offered.

"I see, I'll ask when I talk to her Thursday with the other Wards. Anything else, have you met our unwilling resident?"

"Lindt? No Mouse, Clock, and Vista brought her and her dogs in. Though I have read her file."

"Opinions?"

"Nothing really, sounds like she had a bad trigger though, and she doesn't seem to be cooperative right now."

"I'll need to figure what to do with her. I like the idea of her training dogs for us, but that's not an option if she won't play ball."

"…."

"…."

"Was that a intentional pun?" Miss Militia asked.

"No….just…. ugh, Mouse Protector…. It's spreading." Emily groaned.

"She does that."

3Chapter 18

Emily sighed.

Mouse Protector was right.

Battery was a boring prude. She had almost no personality to speak of aside from a 'by the book Protectorate officer'. All her I's were dotted all her T's were crossed. It would be suspicious if it wasn't so obvious that it couldn't be suspicious.

Emily had met green lieutenants just out of training that were less hung up on the rules.

She was understanding why Meadows felt off around the woman. Nothing she said brought anything new to light about anything and some of it was word for word out of the reports.

Emily was going to keep an eye on her, just in case being too obvious was a cover.

"Alright, Wards patrolling aside, was there anything of note you have to say about the situation of Brockton Bay or any of your team mates or the wards themselves?"

"On the ENE, everything I have observed has been in the reports I've filed. As for my team mates I have filed reports on them as well as need be." Battery pointed out.

"I've got four reports about Armsmaster not doing his job and focusing on Tinkering, two reports about Moon Dog using evidence to reenact a scene in the most dramatic way possible. Three reports on Clockblocker being suspect in some prank or another, six reports on Vista back talking to a superior officer.…." Emily raised an eyebrow and looked at Battery who seemed a bit nervous at the scrutiny." Sixteen discipline reports involving Shadow Stalker pushing the line of her probation, and forty six incident reports that start out very detailed and eventually degraded into 'Mouse Protector is being Mouse Protector again."

"To be fair director, those last fifteen reports were all on the same day as the prior eight."

"Fair enough. Though I notice there is not a single incident report on Miss Militia or more notably Assault."

"Miss Militia had a few when she first started, though that was mostly due to her not knowing the layout and the reactions to her powers others would have. I saw no reason to report any issues that were done in ignorance. "Battery points out. "And as for Assault, he has gotten very good at not doing anything where I can see it."

"I bet he has. So tell me more about these reports on Vista and Shadow Stalker." Emily questioned.

"Vista is rather snarky and rude at times particularly in regards to scheduling and patrol locations."

"She's just starting to become a teenager, and I will warn you if you cannot deal with snarky and sarcasm you are already going to have issues dealing with Druid and Alucard. Still I have a few things to discuss with her when I speak with the Wards on Thursday and I'll keep an eye out for this. Now about Shadow Stalker?"

" Assault and I were the ones who brought Shadow Stalker in when she was still a vigilante. While she had not managed to kill any one in her time as a rogue, several of her targets are crippled for life or will be requiring medical treatment for years yet. Several of those people had no criminal record and seemed to be in the wrong place at the wrong time to run afoul of the girl. One man needed three broad head arrows removed from him because he went into the shop he owned at two am because he had a big order to prepare that day and Shadow Stalker took him down for 'breaking and entering'."

"And how has she been since being in the Wards?"

"As far as I can tell, difficult. Mouse Protector has been dealing with the Wards program and I have very little interaction with them. What little I have had however shows that while she is not one to follow proper procedure, Shadow Stalker at least seems to have some respect for me, if for no other reason than i was the one who brought her in." Battery offered.

"Do you know about the issue she has with one of Faultline's crew? A cape known as Grue?" Emily asked." The details of that are not in any report I've seen but it was something you and Assault responded too."

"Yes director we did. Shadow Stalker had left her patrol route and claimed her equipment had broken again, which on testing it was. Grue was in the middle of what could best be described as a domestic disturbance. A young girl, a one Aisha Laborn was in the process of being sexually assaulted by a middle aged male who was reported to be her mothers boyfriend. The mother was passed out on the couch in some sort of drug or alcohol filled stupor. Grue and another of Faultline's crew named Gregor the Snail were both present and Grue was in the process of beating the ever living hell out of the man when Shadow Stalker showed up and shot him."

"I take not with the stun bolts she had been issued." Emily grumbled.

"No. She had required the same sort of broad heads she usually used and had put a bolt through his back, thankfully it missed anything vital."

"Why were those two capes there any way?"

"It seems Aisha's brother Brian Laborn works as a Bartender at Faultline's club. Aisha called him as the man was trying to break down the door and Faultline sent over Gregor and Grue to deal with it. She also informed the local police and the CPS. If Shadow Stalker hadn't shot him everything would have been over and done with. There had been a history of this sort of thing and Brain had been trying to get custody of his sister, though his mother had been fighting it hard so she could keep the child support from their father. Given the mother didn't wake up during any of this and Asiha admitted this was hardly the first time this had happened, just the first time she had been caught, CPS is coming down hard on the mother. Grue and Gregor were taken to Brockton General and Grue was released the next day. Brian came and picked up his sister from CPS later that day. "Battery explained. "Shadow Stalker was let off with punishment only for having the broad head bolts, as it was deemed that had Grue been actually trying to kill the man , her stopping him was the right course of action. "

"This seems like a failure on quite a few levels."

"I think so as well director, but I don't have the standing or the clearance to contest such decisions." Battery offered. " We are lucky Grue was willing to settle and Faultline agreed to not make it a public spectacle for a fair payout as well."

"Of course. They are mercenaries after all." Emily nodded.

"Still it could have been a lot worse and I have been pushing for the girl to be sent somewhere else where she can get proper help."

"And there has been push back from higher up the chain than Meadows." Emily offered.

"Why.. the girl is a lose cannon at best. She seems to have some odd mentality where everyone is either predator or prey. I think she even assigns people animals based on what she thinks the pecking order is."

"Animals?"

"I believe so I've only heard a few. She refers to Clockblocker as a Rat, and Mouse Protector as a Honey Badger. I'm fairly certain she's ranked everyone as something in her mind." Battery offered.

"Hmm something else to keep an eye out for when I talk to the Wards."

3Chapter 19

"So that is the plan going forward. Do you have any questions on the Wards rotation?"

"None that I can think of at the moment director."

"Alright Moon Dog. I do have a few questions for you from what I've seen on your files."

"I take one of them is my contact with a member of the Empire 88?" the mechanical voice offered.

"Indeed. That is something that could well be a security leak. Not to mention I expect Glenn would lose his mind from the possible PR risk."

"If Glenn can PR spin a Ward nearly murdering some one with a crossbow and make us look good from it, he can do the same with my friend. As to that as well, given how we met he would be in more trouble if he let on that he knew me. I do not approve of his group's practices, but he himself has been doubting his place, and would not likely be there if not for his friends being there. I am not trying to bring him on board Director, but he does know I do not approve and have no interest in joining his group. For all I know I could have been a gay Jewish black dude."

"So I figured. And I didn't plan to tell you to stop, I would however like you to try a soft sell in the next few months. We can offer him a transfer somewhere else and a re-branding, as well as a few other deals depending on who he is and what he might be wanted for."

"Understandable Director. I will bring it up to him next time we meet with the statement that you suggested I do it. I am content with how our meetings go as they are. While I wish that he need not have such trouble for things he likes. I am not his mother and do not control how he lives his life. If we met in costume I would arrest him same as any other Empire member."

Emily regarded the big cat dog person as he typed in the message..

She considered herself a moment as well, then mentally shrugged and decided she didn't see what had so many interested in him, so it likely wasn't any sort of master effect. She would have to see how Amy and Alucard reacted to him.

"Alright, but do know that Meadows had someone keep an eye on you and I plan to have that continue given the situation. And if for some reason you are a mole, Nazi or not , you will be treated as one."

"Well. You do not play around do you?"

"No. I don't."

3Chapter 20

Christ it was like talking to Piers Anthony on a bender, at the very least he was in favor of having a Ward sidekick patrolling with him.

"Assault. If you drop one more pun, I will shoot you. I know you can take it, but I expect it will sting at least a little." Emily ground her teeth.

"Sorry, sorry, don't pun-ish me director."

"ASSAULT!"

"Sorry, sorry, not really sorry. Puppy usually just smacks me." Assault chuckled. "So I'm assuming you want something from the bad'ol days with those questions of yours?"

"Who you were is still on file." Emily relaxed a little though her hand remained resting on the shot gun she had acquired for the desk holster. "And what I want is everyone's opinion and views on the state of ENE and those in it. If you have any other insight that is not a blatant rip off of a Xanth novel I am willing to hear it."

"Hey now, Puppy got me into that series, don't diss it."

"Battery...did she not know you at the time?"

"I plead the fourth."

"You are not at home, you are at work and I am...ugh... never mind, about the ENE and your fellow employees?"

"Well in regards to the others, Armsmaster needs to take the stick out of his donkey, but somehow, when you can convince him, he grills the best steaks. I mean, he adjusts for every particle of seasoning on them and has a flow regulator built into that grill of his that can go down to atom by atom fuel consumption, it takes hours, but somehow it winds up being the best steak ever. I mean the gods could consider it ambrosia. I just wish he was easier to convince to break it out."

Emily raised an eyebrow.

"Mouse is Mouse. I don't think anything can explain her. Odd obsession with cheese though, and she's never willing to share it."

Emily sighed.

"Battery has the nicest ass in Bet and she can cook almost anything."

Emily's eyes narrowed.

"Moon Dog's alright, the voice thing is a little hard to get used to and the dude's super theatrical, but he knows how to make some awesome seafood platters even if he doesn't know how he knows how." Assault continued." He set up a crab boil at one point and I don't think I've every had anything like that before."

"Did you skip lunch?" Emily questioned.

"Of course not." Assault smirked. "Don't know much about Miss Militia aside from the fact she's the only one who can reign in Mouse... mostly."

"I'm amazed that you offered a review without focusing on food."

"I've yet to be able to convince her to cook anything she might know from her homeland. I expect there's some history with her and Turkey, the country not the bird. Though she doesn't seem to be a fan of the bird either, which is a pity 'cause I can deep fry a mean turkey."

"Focus..."

"I am..."

"On what I asked, not food. What about the Wards?"

"Mostly good kids, Aegis is almost ready to be promoted up to full Protectorate, Clock is probably the best of them, though Vista is a close second if she could just relax a bit. Gallant has yet to laugh at any of my jokes and Shadow Stalker is a borderline murder hobo." Assault commented. "She has potential but it's less a diamond in the rough situation and more a very rough diamond."

"I heard you were one of the ones responsible for bringing her to heel?" Emily questioned.

"More Battery than me, I just did what I could to defuse the situation before Gregor and Stalker escalated it."

"And the girl Lindt?"

"Cute girl... reeeeeeeeeeaaaaaaaaaal friendly in a, 'gonna eat your face' sorta way. Reminds me a bit of a purse rat in that regard." Assault shrugged.

"And the gangs and city itself?"

"I've written a few files on that. The E88 are all redneck, racist, Nazis, at least the rank and file are. Many of the capes are the same way with the exception of a few. Hookwolf and his pit fighters are there for the pay out and the violence, Wolf answers to the Nazis but he doesn't seem to give a shit about the color of anyone's skin, just if you can fight or not. He's got the highest known kill count in the group, and I'm pretty sure if he didn't show for every single End-bringer fight he'd have a kill order on his head." Assault offered seeming to switch gears. "The rest of the capes are varying levels of pieces of work, they've run smear campaigns against other gangs, have ties to other Nazi groups and hold rallies all the time for new recruits. They claim mid town and a good portion of up town as their territory. Only thing of note is one of their number, Purity, seems to be trying to go legit, or at the very least break off from the E88. Not much info on that yet, but she hasn't been seen at any rallies lately."

Emily raised an eyebrow.

"ABB is a fully Asian gang. Japanese, Korean, and so on, very few Chinese and most of those were born in the states. They used to be a loose group of a number of families that were set to murder each other for honor and what not until Lung stepped in and bitch slapped anyone who didn't do what he said to the afterlife. Good news. Despite the rumors they have no connections to the CUI and have been known on several occasions to take out suspected and proven assets of theirs that came into the city. Lung put a bounty on the CUI though he will only pay if there is proof. Bad news, Lung doesn't have a kill order because the amount of damage a fight with him would cause would not be worth it, the man fought Leviathan to a standstill, he probably could have won as well, but he gave up and never went to another end bringer fight. Word is he sees them as a force of nature like a tornado or hurricane and he doesn't believe they can be stopped. Good news, unless some one pokes the dragon, he seems quite content to sit in a Laz-e-boy and drink sake or whatever. Bad news again, Oni-lee is his gopher and is out more often than Lung and is more than willing to blow up a city block to accomplish his mission, even if that mission is 'go get milk and butter from the store.' Good news, there's something wrong with him mentally so he doesn't get creative nor does he do his own thing. But if someone takes Lung down somehow it's expected Oni- Lee would blow up everything he thought slighted his master. There's rumors they have a third cape, a tinker, but no one has seen anything of them yet. The ABB's territory is a large swathe of land near the west side of the docks stopping just shy of the boardwalk and the entirety of the 'china town' district of the city."

"And the merchants?" Emily offered focusing on Assault's seriousness about the city.

"Archer's Bridge Merchants for the full term. Nearly all of them users of some sort, the reason the drugs are so bad in the bay, they make most of the drugs and use at least half of them. Leader is Skidmark, yes that is the name he chose for himself, no I do not know why, the guy's something of a savant, he's dumb as shit but he's survived and kept the Merchants in a state that they are a legitimate gang in the city, sure they are mostly punching bags for the other gangs, but between Squealer's tanks, Mush's brute force, and what ever passes for cunning in Skid's drugged up brain they've been around longer than the ABB and almost as long as the E88 in some form or another. They laid claim to what ever dingy ally they can, though mostly they have the East side of the docks and some run down slums on the outskirts."

"Any one else."

'A couple smaller groups. Parian's a sweetheart, hardly a threat as she just wants to be left alone, though rumor has she picked up a cape or two to work for her, her shops at the end of the boardwalk closest to the ABB territory. Faultline's crew are alright, she owns a club at the other end of the boardwalk near the E88 territory and doesn't play local politics unless some one fucks with her or her crew. There's New Wave, a couple of alright kids and a decent adult or two, though very uptight and bitchy if we're talking about Brandish. Her cape name should have been Super Karen. They don't have any territory, but they are more focused on PR than we are." Assault offered. "There's a few other rogues running about; Circus, and some lesser heroes, a couple of capes that came in to test, couple of low brutes and minor thinkers, but they opted to stay civi. I don't think any of them are playing at Rogues. We have a the largest amount of capes in one city on the east coast, we've had a large number of Case 53's appear here and given the state of the city new capes pop up all the time when the stress of the place gets to some one."

"From what I hear Faultline tends to go after the 53s."

She does, she has a bit of a soft spot for them. " Assault shrugged though he frowned." There's also a Church of the Angel somewhere in town."

"I had heard that. What do you know?"

"Very little and nothing confirmed, but some people vanish every so often, the markings are there and a number of high muckity mucks have flopped on policies seemingly overnight for no reason, sure that could be basic greed and the involvement of other groups, but a few changes have had to do with religious groups as a whole, and are the same sort of thing that other areas with a infection of the Church of the Angel have wormed into. Nothing I can use in a court room, but all the circumstantial evidence points to a group of the CotA here. I think a few of the new triggers we tested might have been snatched up by them as some vanished or 'swiftly moved' after they came in."

"That's worrying. Keep an ear out for anything else about them."

"Will do boss lady. Got anything else or can I go get lunch?"

"You said you already had lunch."

"Yeah but what about second lunch?"

"... Just leave."

3Chapter 21

Later that evening

"Down Pocky, down… I didn't bring you any bLArgh!" Emily's statement was cut off as the large green feline popped up onto her back legs and put her paws on Emily's shoulders before dragging her raspy tongue across the woman's face. "Down dammit!"

Emily coughed, pushing the big cat off her, before wiping the drool off her face as the green beast pressed against her legs purring loudly.

"Why don't you do this to Alucard?" Emily muttered as Pocky yawned, and finally padded away from Emily into another room.

The house they had found was a two-story affair with a basement. Like a lot of the houses around this part of town it was a middling ground between the rich area and the business district. It was middling distance between the PRT building and the school Amy would be going to, Arcadia. While there were neighbors, there was still a sizable yard for Pocky, though Emily was still trying to work out how to keep the cat from letting everyone know who they were.

Amy wanted Pocky to join Druid at the Protectorate as back up, as the great beast obeyed Amy without question, which was odd for a cat, though that balanced out as she only occasionally listened to Emily, and did everything in her power to annoy Alucard.

Amy had suggested a mask for Pocky, though the little domino mask she put on the cat was about as effective as the one Moon Dog wore.

Giant green cats aside, Amy had grabbed one of the upstairs rooms for her own, stealing the only one with an attached bath. Emily didn't really care as the bathroom between the other two bedrooms was bigger than the one attached to Amy's room.

The second bedroom upstairs was slated to be turned into a small office for Emily, as well as a location for most of the house's firearms, either in gun lockers or set up on display near the loader and work bench that would be going in. While Emily was no gunsmith, she knew how to maintain every piece she had and preferred to reuse the brass she recovered from the range when she could rather than buy new boxes.

The first floor had a large living room, dining room, and kitchen with a guest bathroom tucked off to the side of another spare room, which had been set up as a laundry room/ over-sized cat room. When your litter box was the size of a table, you got your own place for it.

Amy had talked about trying to figure a way to make Pocky digest 100% of everything she ate, but she wasn't sure how to do so just yet.

And Emily made sure Amy was the one who changed her pet's litter box.

As such a rather large portion of the house budget went to cat litter and food. The rise of bulk purchase stores in the 90s was a godsend for such things, and thankfully one of those was close.

The basement was rigged up with a small guest bedroom and bathroom while the rest was mostly storage space.

Alucard claimed the whole floor.

Emily had been a little weirded out when he showed up after a walk with a coffin, claiming it was his and no one was gonna say otherwise and that it would be in everyone's best interest to not ask how got it and that wannabe goth's place was like that when he got there.

Emily had given up asking the pale man certain things a long time ago.

Walking further into the house, now that Pocky was letting her, Emily took note that Alucard and Amy had done a good job unpacking, there were still a number of boxes in the hall, though the living room almost seemed done. There was a rather large Plasma TV that Alucard had insisted on as well as a near wall rack full of anime DVDs and other odd movie's and shows, Donnie Darko, Cemetery man, South-land Tales, plus everything Leslie Nielsen, Monty Python, and Mel Brooks had ever done.

Amy's collection was mostly of Disney movies and nature documentaries, she also had a few campy slasher flicks thrown in. However anyone confused as to why 'Blood for the Blood god six', was next to Watership Down had never seen either movie.

Emily herself had never really had time to sit and watch TV when she was younger, though after she retired she found she shared some of the same movie likes as Alucard when it came to comedy, though Emily preferred action movies, ones where the will and strength of man kind won out over impossible odds.

She rather liked more of the 'local flavor' of movies too as opposed to the Earth Aleph version. Particularly that Resident Evil series, a virus that made super powers was a stupid idea, the Bet version was more a survival horror instead of an action movie staring the director's wife. Seemed like a weird self insert fetish on the directors part, but whatever.

"Hey Mom, we're in the kitchen, gonna order pizza." Amy shouted. "What did you want on yours?"

"Same as always, a supreme." Emily called back before walking into the kitchen herself seeing Amy on a cell phone and Alucard digging through a box of dishes to put away. The gaunt pale man looking oddly domestic in a pair of simple khakis and a tee shirt with his long black hair pulled back in a massive ponytail, at least until he stood up and you saw the shirt read' World's Best Fuck Mothering Vampire' on the front in big red letters.

Emily sat down in a chair with a soft groan letting her head fall back as Amy finished the order.

"So... how was it?" Alucard asked with a smirk.

"What would you want for you to keep away from Assault and Mouse Protector?" Emily asked.

"More than you could afford." Alucard grinned.

"Figures. Any way I know why Costa-Brown wanted me here so bad, because no one else would be insane enough to take the job."

"That bad?" Amy asked looking a little worried.

"Well, you'll find out tomorrow Amy. You and Alucard are going to be introduced to the rest of the staff and team, Thursday I have my meetings with the Wards so I want you to let me know what you think of them before that. Pay close attention to Vista and Shadow Stalker. I've got a few warnings on them." Emily offered.

"I can do that." Amy sighed. "Not looking forward to the press conference on Wednesday though."

"You're the one who wanted to join the Wards Amy, so you have no one to blame but yourself for getting involved in the PR machine." Emily chuckled. "I did warn you."

"Yeah, yeah." Amy griped." Glad you talked the perv out of that mini skirt idea of his."

"He did seem rather surprised when I went to his 'studio' with you." Emily smirked.

"I've never seen a guy already so pale go paler. I'm almost afraid to ask what you said."

"Prolly for the best." Alucard chuckled.

"You're up on Wednesday as well Alucard. I want you on your Martha Stewart level of behavior for the press conference."

"Fine ... Mom..." Alucard griped, then paused. "Wait, just the press conference? What about tomorrow?"

"Everyone's going to have to get used to you sooner or later, might as well rip off the band aid." Emily sighed." I want the public to wait a little while longer though."

Alucard cackled.

3Chapter 22

Director Emily Piggot set down the cup of coffee and rubbed her eyes. The clock on her desk computer ticked over to 8am. She tilted her head slightly, listening carefully, fully expecting alarms and sirens to be going off any second along with screaming.

One minute passed.

Another minute passed.

After ten Emily decided to get back to work. Alucard was on the clock and knowing him he was going to do something that was going to make someone's day just that much more 'exciting'.

She really hoped it was some one else.

The reports started coming in about ten. Ghosts haunting the lower offices, creepy voices coming from dark rooms and vents, giggling laughter in the stair wells and all the banana pudding in the mess went missing.

Some one was going to find the pudding in their storage locker, Emily knew it.

She hoped it was Assault with how he was with food.

There was also a report showed the entire stock of Alucard plushies was gone from the gift shop on the ground floor, though evidently that happened yesterday, and they were paid for.

So it was with some surprise that around eleven o'clock, Alucard strolled into her office.

The man's new uniform was a step up from his old one in her opinion. It was still glaringly blood red, but the zoot suit had been changed to a nice dress shirt and slacks with a large red long coat. He kept the stupid hat however, but now instead of looking like Daffy Duck in Book Reverie, he looked like a male Carmen Sandiago.

She fully expected Snoop Dog and Martha Stewart to have matching outfits by the end of the month.

"Alucard?" Emily questioned.

"Yesss?" The self proclaimed 'Fuck Mothering vampire' responded as he dropped down into a chair before her.

"What have you done that you are preemptively hiding in my office?"

Alucard got a look on his face that she did not expect. He seemed almost sad.

"Absolutely nothing." He grumbled." Which is the issue."

"Why do I not believe that. You were making plans and giggling to yourself all last night." Emily accused.

"Oh yes I had plenty of awesome ideas, it was gonna be great. Then I come in all set to start my brand new day and just cut loose, only to find that everything I had planned, some one else already did." Alucard griped.

"What?"

"Ghost dogs, some one had rigged up a bunch of tinker tech holo projectors. Then there was the sneaking through the vent system to bother people, but some one was already doing that."Alucard griped. "There were hidden speakers tucked in all sorts of dark corners and up in the ceiling tiles making soft noises that didn't seem to be there. All the paintings in the public areas are already slightly tilted to the right. I was gonna fill Armsmaster's suit with banana pudding, but some one took all the pudding from the mess hall... and all the cheese."

Emily closed her eyes.

"I did find the pudding however. Someone filled my locker with it... of course this means war. I'm all for hazing the new guy, but not when I'm the new guy."Alucard grumbled. "Soo any way, do you mind if I flood b-2?"

"Flood? What?! NO!"

"Cool! Thanks boss!" Alucard grinned and dropped through the chair and the floor vanishing into the lower part of the building.

"Ah gods, you would think I would know better by now." Emily buried her head in her hands.

Two o'clock rolled around and it saw Alucard, Mouse Protector, and Assault in her office along with four other people.

Assault and Mouse Protector were completely soaked. Mouse had a hunk of cheese jammed down on one of her helmets ears, and Assault was oozing lime jello from the edges of his uniform. Both of them had shit eating grins on their faces.

Alucard also had the same grin on his face, though he was also half covered in containment foam and was being menaced by mop wielded by a wiry dark haired man with a name tag that read Spadowski.

The other two were Spanish speaking cleaning ladies each of them on either side of Assault and Mouse, both of them looking ready to beat the fool out of the pair with brooms they held like Roman pike men.

The final man was a burly brown haired man wearing the same uniform as the other housekeepers in the building, from what she could see of his name badge as it bounced off his chest as he ranted, his name was 'Mike'.

He was currently raising hell about the mess the three had left all over the building. He was yelling at her about the lack of personnel they had to cover the whole building on a normal day.

He claimed if this crap was going to be normal than she had either better open the bank roll for them to hire more people or start handing out mops to the rank and file, because his team had neither the time nor the patience to clean up after a prank war on top of everything else.

He also ranted about various degrees of cleaning duties, supply shortages, and then tried to force her to make everyone on staff watch a potty training video so they could learn that poop went IN the damn toilets.

Four couldn't get here fast enough, she could go get Amy and have a good hour of normal before she officially introduced Druid and Alucard to the rest of the local PRT and Protectorate.

For the moment though.

"Mike. I take you are in charge of the janitorial staff?" Emily questioned cutting the irate man off before he went into any more detail about what happened in the public areas of the building.

"I'm the team lead yes. The last manager ran away screaming after the watermelon incident." The man huffed before glaring at Mouse Protector who was whistling innocently, or trying to at least.

"So who is your chain of command?" Emily asked hoping to pass this off on some one else.

"I've been reporting to the General Facilities Manager, she handles the guys who do the repair work, but Mariline isn't here today and the next in line after her is the Deputy Director who's out to lunch, which is why we are here as you're next in my chain."

"Right because of course that's how it works, I have all these underlings and anything that comes up still comes directly to me. Okay here's how we are going to do this. Mike, congratulations, you're now the janitorial manager, talk to personnel see how many people you can get in the next round of hiring, they need to be vetted so it might take a while. "

Mike blinked and nodded.

"Secondly until said new staff members are accounted for, these three are now on your staff." Emily growled. "They will put in at least four hours of cleaning shift a day in addition to their normal duties barring emergencies. I will make sure they do NOT receive overtime pay for these duties and will be receiving the same pay scale your team is, which I will have reviewed to see if it can be increased. "

The cleaning people blinked, save the man who was still glaring at Alucard.

"Failure to do so will result in your wages being garnished to pay for temps to come in and clean up in your stead."Emily Piggot growled.

"Harsh." Assault huffed.

"That's a fair cop." Alucard shrugged.

"Still worth it." Mouse Protector grinned.

"And you are paying for the missing pudding and cheese." Emily added." ALL of it."

"Almost worth it." Mouse winced.

Emily Piggot tensed as she heard the sound of metallic clicking, she almost had to suppress a shudder at the sound. A glance to the clock showed she still had an hour before she needed to go get Amy.

It was a little thing, a faint whisk, and a click as if something was locking into place, then another whisk and click as it was unlocked and closed.

Her eyes drifted up from her computer to the mirror she had hung over it. A man sat in the chair across from her desk. He wasn't much to look at. Blonde, almost amber colored hair rested on top of his head cut short, in a quasi military style, he had a full beard though that was also trimmed close to his face .All of it was speckled with gray, though he was probably only in his mid forties, maybe early fifties.

He wore a uniform of the PRT, though his pips showed he was a Major, the highest ranking of the Troopers on site.

He was very well muscled for his age, not quite hitting bulky, but he was well past wiry and if he cared could probably enter and likely even place in a bodybuilding contest. The was a large ragged scar running along the side of his face crossing from the left side of his jaw over his lips without seeming to split them and up across his right eye before it vanished into his hair line.

The scar was old and mostly a white line, but his right eye had been damaged and the iris of it was a near brilliant red, a striking contrast to the green jade coloration of his left eye.

In his hand was a odd lock blade knife, that sort that looked like it was the kind of cheap garbage you picked up in a gas station in the south, or from a Bud K catalog.

Emily knew better that the blueish tinged pocket knife with a crescent moon engraved on the handle was far from a cheap toy knife.

She forced down another shudder as she turned to face the man, fighting down the subtle terror that clung to her as her eyes ran across the name badge hanging from his breast pocket.

Jer'rahd Kaisur.

Her drill instructor from basic.

She did not still have nightmares from her time as his 'Special Friend'.

She didn't.

Seriously.

She meant it.

"So what brings you to my office unannounced Major." Director Piggot questioned as she turned her chair around to face him.

"This meeting was going to happen sooner or later. It's been three days, I didn't expect you to have put it off this long." Major Kaisur grinned, his dental work from his wound being perfectly fixed to offer a bright white smile, though it also showed fangs. Less than what Alucard had, but very similar to some old slasher flicks with werewolves or devils in them.

Which of course was something he played up since 'The Demon' was his call sign back when he was in the military. "Imagine my surprise when one of my students wound up with a desk job above the position I had taken in my retirement."

"You retired?"

"From training for the PRT. My wife insisted, both of us were getting annoyed with the new rules and regulations about cussing and screaming and how we treated recruits."

"So how is DI Silvertail?"

"Her last name's same as mine now, let me tell you that was a fight and a half, but I won the chess match. I cheated, but I won."

Emily let out a long held breath.

"You married her…."

"We had been dating and spending all our time taking care of little babies any way,trying to mold them to be ready for the world. So yes, it seemed a logical step. "Jer'rahd grinned. "I have two daughters now as well. "Luna and Dawn. That's on top of her daughter Cloud from her first husband. A bit of a hippy naming convention, but I like how they sound."

Oh gods he's reproduced, Emily tried not to panic at that news.

"So then..." Emily began.

"Heard you died during that Ellisburg operation. I thought it was bullshit to be fair, no one I trained was going to die to some stupid goblins. I figured at worse you might have been mangled a bit. Scars build character after all."

He grinned again and Emily didn't repress the shudder as nightmares of that smile came back to her.

"What did you need Major?" Emily managed.

"Ahh, mostly to see how you were doing and to let you know I was here and in charge of the troopers stationed here. None of them are idiots, can't stand idiots."

Emily let out a small sigh of relief at that. Words like that were high praise from this man.

"Also to point out you only have me for perhaps another couple of months, I plan to retire, prolly next year for good this time maybe." He rubbed his chin through his beard, the faint click of his knife being unlocked and re-locked as he moved it in his left hand. "Wife's gonna have another kid soon before we get too old, figure I'll name him Pip if it's a boy and Platinum if it's a girl."

Emily blinked. "Retiring with another kid on the way? Are you trying to become one of those action movie tropes?"

"What, you mean the guys who always die if they have a newborn or are about to retire?" Jer'rahd asked.

"Yes."

"Oh I certainly hope life works like narrative tropes, it's gotten dull around here as of late, only three gun fights this week. So what's the worst that can happen? I mean nothing can go wrong can it? Or am I being a clever one?"

Emily stared in horror at him as he laughed.

"I could use a bit of excitement after all."

3Chapter 23

Missy Biron was both annoyed and excited. It was an odd combination that she had been feeling for a while, ever since she heard the rumors that Alucard was coming to Brockton ENE.

Not so much for the presence of the vampire themed cape, but for his partner SLAYER. She was soo cool, Vista's room was packed full of Slayer merch, including the very limited run Slayer PJ's.

Vista had unfortunately grown out of them, but she kept them because they were a flannel mock up of Slayer's altered PRT uniform. She had followed all the new stories about the woman as soon as she showed up on the scene. New female capes were always of interest to her, particularly the ones with records like Slayer's.

Everyone was a fan of Alexandria, even a lot of the villains, Dragon was cool, and so were a lot of the others, but none of them really struck a chord with her like Slayer did. She had a copy of every interview she had ever done. She had taken down an S class threat maybe an hour after it was declared such, had caught a serial killer that had been dodging cops for years, and took down the Teeth on top of all the other less publicized things.

Vista had wanted to copy her uniform when she became a cape herself, but Glenn had talked her parents into the stupid green outfit she was wearing. They wouldn't even allow her to wear pants and she hated skirts, and they had No Pockets. What sort of hero had a costume without pockets, or at least a utility belt. When she needed to carry something they gave her a purse.

A PURSE!

She made sure to lose the damn thing every time they forced her to carry it. She was sure that a few score were home to fish or crabs right now in the bay, and the rest were carrying things for the local homeless population.

She wanted pants, and pockets and body armor and a freaking GUN, or even a taser. She could take down so many bad guys without being any where near them, but noooo dear sweet little 12 year olds needed to be protected and continue to be the face of the ENE PR.

Fuck, some days she just wanted to warp a gang bangers head off his body so she would be taken seriously, or at the very least fuck up any chance of the damn PR department from selling any more of those stupid little super deformed Vista plushies.

They looked so stupid, and the lines they made her say about 'saying no to drugs' and crap like that were trite garbage. The cute little giggle they made wasn't even her, that was some voice actress who recorded a few lines because she had flat out refused.

Still classes would be over soon and she would be meeting Alucard and a new Ward named Druid. In fact the new director had sent her a message that since she had been in the Wards the longest, she was to show Druid around.

It wasn't much, but it was at least a responsibility from some one who recognized she had been around for a while.

It was a start.

Maybe she could convince the new boss that giving her a gun was the way to go.

Piggot Residence

Amy ran a hand along the back of her neck nervously. Her frizzy brown hair brushed along her shoulders as she regarded the costume she was wearing.

It was rather sweet to be honest. Faux leather vest with a tunic like under shirt that had no sleeves. The vest was a small form of armor until the costume department could make one out of Kevlar.

That had been a one sided fight that the costume people had lost before it even started.

Much to Glenn's anguish she wore pants, nothing complex just some heavy green cargo pants that matched the rest of the outfit and boots, function more than form her mom had said and she agreed. It was cool, though she also had a pair of shorts and sandals which she actually preferred. After all skin contact was a weapon for her, she didn't just have to use her hands, at least the pants could be rolled up and secured easily enough for knee strikes.

Her mom had shot down the whole 'kiss of death' idea she had though, though Alucard thought it was awesome.

Her mask was a simple forest green cowl with protective lenses that left her hair free and covered just over her nose leaving her lower face free and hiding most of her freckles, though there was a gas mask sort of thing that could attach to it that was going to be part of the utility belt she was to get.

Her favorite part however was the hooded cloak. It was the one thing the costume department offered that she didn't fight over a bit. It offered no real protection aside from doubling as a rain jacket, but that hardly mattered. The inner lining was the same forest green as most of her outfit and the outside of it was layered with what looked like hundreds of overlapping canvas leaves. Her mom compared it to a gillie suit, though Amy thought it fit the brand she was after with the name of Druid.

Pocky sat next to her offering a massive yawn that showed her equally massive fangs, Amy resisted the urge to poke the felines tongue as she stuck it out in the yawn. Pocky had an odd cowl like covering that matched Amy's cloak over her eyes and her head, as well as some sort of barding that draped over her shoulders. The large feline absolutely refused to wear anything on her legs or tail, and she was very annoyed at having her legs and tail turned more lizard like than cat like. She didn't like the horns either, but tolerated it because Amy did it.

Mom didn't think any one would believe the giant green dragon cat wasn't the giant green normal cat, but Amy could easily convince her mom to let her get away with some things. After all there had been a few attempts already to kitty nap Pocky.

Pocky showed said people the reason her full name was Apocalypse Meow. She even left the kitty nappers alive too, just like Amy had taught her. Sure Amy had to heal three of them to make sure they stayed alive for the police when Pocky brought them back like a dead mouse to leave on the door step, but that counted.

A yell from down stairs for her signaled her mom had come home to pick her up. The blue panel van that she drove was a normal sight in the neighborhood now, and no one batted an eye at it save the next door neighbors who were already wary of Pocky, though their four year old lost her mind when she first saw the pet 'tiger' next door. The van was a perfect way to get Pocky and Amy to and from 'work' without being seen as it fit in the garage.

Amy pulled her hood up and patted Pocky's shoulder.

"Off to the new job." Druid offered. "I hope this goes well."

Pocky yawned again.

Winslow High School

Sophia Hess slammed the locker closed after tossing her books inside. Honestly she hardly cared about them and only made the token effort to pretend to be learning, she was the school's track star and she knew no one would say a damn thing about her grades thanks to the PRT paying the school to keep quiet about her presence. She could probably kill one of the gangers in the school and no one would care.

She'd been tempted a few times.

Still this place bored her, the dreary trudge of teen aged angst was only off set by the entertainment of the constant gang fights that broke out.

"Hey Sophia. You gonna come by tonight? Mom's planning to make Spaghetti." A voice offered.

Sophia glanced over to one of the few friends she had in the school, a girl who actually looked like fluff but was a definite survivor. She had seen Emma try to take on two ABB gangers by herself to save her dad, and she kept getting up no matter how many times they knocked her down. It actually impressed her enough that Sophie stepped in and brutalized the two gangers, asking the girl what she should break next and going along with her suggestions. Sophia had recognized her from school and let slip who she was to keep hanging out with the interesting girl.

Pity she couldn't hunt like that any more now that the PRT had it's claws in her, but she slipped away for enough solo patrols she could still do some serious take downs. The Ward rules were stupid anyway.

"Sorry can't, work wants me in tonight and tomorrow night. New boss and such." Sophia offered with a shrug. "Plus we got a new hire to train or some shit."

"A new hire? Don't spook them too bad. Dad says retail work can be brutal without help." Madison chimed up from behind Emma. Emma smirked, knowing more about Sophia than Madison did.

The short cute girl was also sort of a friend, but more of a hanger on. Sophia didn't care about her, she was a social parasite, useful at times, but mostly riding on the force that was Emma and herself. Emma seemed to like her so Sophia didn't punt her like the yappy Pomeranian she resembled.

Honestly Sophia felt she was held back by these two despite liking Emma. Madison was a closet cape geek and Emma used that against her when the girl didn't want to do something. She was also more interested in gossip and basic girly stuff.

Emma was ruthless in going after what she wanted, but she had a hang up, a rather massive one too, a girl named Taylor Hebert.

Sophia didn't know the reason why and didn't care, but Emma's goal in life seemed to be to utterly destroy the girl. Sure, she targeted others from time to time, but not a day went by with out her doing something to the Hebert girl.

Sophia had joined in, with amusement at first, mostly to see what it would take for the Hebert girl to snap and punch Emma's face in, or attack Sophia. That would be a fun fight. You could beat a dog and punish it for a long time, but eventually it snapped and went for your throat. Sophia liked those sort of fights, it showed who the weaklings really were if they let go of the social constraints and became the beast they could be.

She had seen Emma's when she lost it, sure she didn't become an apex, that was a cape thing, but she managed a respectable mountain lion. Hard to put down for good, sneaky about her attacks, and gods dammed brutal.

Sophia had wondered what sort of beast the tall, thin, brown haired Taylor was.

Unfortunately she was still wondering, nothing they did caused the girl to react aside to close up more, she didn't counter snark, she didn't fight back, she didn't do anything. She was a turtle, weathering everything thrown at her and plodding along with her day.

Sophia had stopped bothering with her after a few months, only helping out when Madison suggested doing something. She didn't actually care about the Hebert girl, considering her a lost cause. Her current interests were pushing a group of ABB and E88 in the school into an all out brawl, though Emma was mildly invested in that, she was always focused on Hebert.

Sophia wondered if it was some stupid way her friend was trying to show affection to the Hebert girl, but honestly that wasn't her business.

"I'm out, my rides probably here already. See ya." Sophia stated heading down the hall hoping that she would be allowed out to hunt tonight, the new director was still an unknown, though she would meet her personally tomorrow. She wondered what kind of animal this Emily Piggot was.

3Chapter 24

The large green dragon cat stared at Moon Dog.

Moon Dog stared at the large green dragon cat.

Apocalypse Meow suddenly whirled on Druid with a glare that made Druid roll her eyes.

"Don't get mad at me. I didn't make him." Druid huffed.

"Uhhh. " Vista shifted her gaze between the blue feline man and the green lizard cat that came with Druid. She had been guiding the pair around the PRT base and they had run across Moon Dog coming out of one of the gyms on site. The Protectorate was really supposed to use the rig, but it was far easier to use the PRT offices and no one really seemed to have issue with it. Except the janitors who usually bitched when Moon Dog's fur clogged up a drain, but those guys were always griping about something.

"Don't worry about it, Apocalypse Meow is just confused as this is her first time seeing a cat as big as she is." Druid offered.

The blue cat tapped on the bracer on his arm the voice coming out slightly robotic sounding."Well it's fine that she is curious, though i certainly hope she does not have any amorous intent. I get enough of that from Mouse Protector and a number of other people i work with."

"Don't worry she's fixed. It was a governmental requirement." Druid offered.

"So no kittens?" Vista pouted.

Apocalypse Meow growled lightly.

Protectorate ENE HQ (The Rig)

Director Emily Piggot was fairly impressed. She had seen quite a number of Protectorate bases in her time, as well as PRT buildings, but this one was perhaps the fanciest she had seen. The force field bridge, the dome shielding, countless tinker tech security features, addons, and a defense system that looked to have parts from a battleship after the US Navy became a Armed Forces service in name only thanks to Leviathan. There were not many countries that bothered to keep a Navy or even much of an air force anymore thanks to the End Bringers.

The interior was less spartan than she expected as well. There was a proper, if some what odd garage, a large number of offices, lounges, and staging areas, and as she was finding out now, a fairly large holding area for para-human criminals.

At the moment Armsmaster, and two PRT doctors were standing with her outside of a sealed cell looking at a barren room with a bed and a tiny curtained off toilet and sink. Some of the cells didn't even have that.

Seated in the room was a rather butch looking girl dressed in what looked like an old PRT jumpsuit of some sort that had been torn in a few places and the sleeves ripped off. She was rather blunt featured with thick eyebrows and brownish hair. She was currently glowering at them from her side of the safety glass as if squaring up which of them she could rip apart.

Emily kept her stare directed at the girl, and they both of their gazes locked as the doctors and Armsmaster spoke .

"So what is going on with her?" Emily asked her focus remaining on the girl.

"Rachel Lindt, aka Hellhound, aka Bitch. Currently 16. She is wanted for the murder of her caretaker when she was ten..." Armsmaster began. "She has also attempted to escape quite a few times from custody."

"Yes, I've seen the file on that, and while I'm no lawyer there were a number of issues with that that stood out to me. Such as the rather large collection of complaints of mistreatment by all the other children the dead woman took care of, as well as clear signs of abuse and inhuman treatment that CPS seemed to miss or ignored. Then there were even a few signs she belonged to the church of the goddess, but I digress." Emily sighed." There's so much cover up and buck passing and blaming for everything we may never know what happened for sure, given everyone involved is more than happy to say Lindt is the issue."

Armsmaster considered. "It would not be the first time people blamed all they could on a parahuman However even if she is not guilty of murder, her powers make her a very dangerous parahuman and her mindset is borderline feral. Not to mention injuries sustained on her escape attempts."

"Not quite feral from what little I have been able to gather from her." The first of the doctors stated. "She is certainly not friendly, but we believe she falls somewhere on the autistic spectrum, though whether that is from her power or not I cannot say. She follows quite a few canine like mannerisms. She has also been rather insistent she be let out, when she does talk at all."

"There is unfortunately a rather large collection of files about parahumans mindsets being changed by their powers." the second doctor offered.

All of them looked at Armsmaster who frowned.

"I am well aware of my issues and I have been instructed to try and work on them by Dragon." Armsmaster reported.

"Any tests with dogs?" Emily asked changing the subject.

"A few ma'am. We had one of our team bring in a puppy she recently got for her daughter and we put Miss Lindt in an adjoining room to see the reaction. While the puppy was interested in her, he continued to do puppy things and get distracted by his own tail. At no point did she try to make the puppy into one of her monster dogs." the second doctor offered.

"She actually refused when we asked her to. She only stated he wouldn't listen and then went back to playing with the puppy. The puppy was checked over afterward and kept for a week under MS protocol. "The first doctor huffed. "Unless she commanded him to not be house broken yet, there was no master effect in play that we could see."

"So she's not a master?" Armsmaster questioned.

"I would say not, the three dogs of hers that we have are very well trained and the mixed breed dog with one eye she called Angelica seems to be in charge of the pack when Lindt is not present. Not in any way more than a normal dog would be leader of it's pack, but the others don't try and challenge her. At worst we think Lindt might be some sort of bio tinker."

"Lovely." Emily offered before pulling off her gun belt and handing it over to Armsmaster, along with a large boot knife, two hold out pistols, and a 'paperweight that was only designed to look like brass knuckles and really wasn't despite it being in her pocket she had put it there and just forgot and it totally wasn't illegal in this state to carry around a paperweight' item.

Armsmaster looked at her quizzically, well maybe he did it was hard to tell with his helmet.

"Director ma'am, what are you doing?" the first doctor asked.

"I'm going to have a word with her myself. I rather agree with former Director Meadows idea about a K-9 unit to help with drug search and seizures, with all the merchants and the E88 crap, drug dogs would be a great boon to our forces. Not to mention recovery efforts after End Bringer fights"

"Yes ma'am but this is a hostile parahuman..." the second doctor added.

"Why, is she a brute as well?" Emily asked taking the thick file from the doctor on Lindt and flipping through it.

"No ma'am, but one doesn't have to be a brute to be dangerous."

"Oh I know, buzz me in." Emily stated from the door to the cell waving at the man with the file she had.

PRT Ward's office

"Ahh so this is the fresh meat?" Clockblocker asked from where he leaned against the wall in the Wards room. He was dressed in some sort of white armor with a clock motif and a white face mask. It looked like a scaled down version of the PRT body armor, perhaps thinner and likely less effective, but at least it was armor. His mask was partially up over his face, leaving enough room for him to drink the soda he had in his hands and to show off the smirk on his lips.

"Yes and if you scare her off I'm going to make you run a few miles next time you need to go to the bathroom in a hurry." Vista snapped back.

Clockblocker clutched his chest with his free hand. "Ahh you wound me. You see what sort of slings and arrows you must endure to exist here? Such a harsh life we lead."

"You've been hanging around Moon Dog to much Clock." Aegis offered from across the room where he was seated in front of a computer with a stack of papers on the desk next to it. Like Clockblocker he had a modified suit of body armor that looked like it was even less effective than Clockblocker's . His rust red and silver colored suit had a large kite shield in the center of his chest and still showed off a rather well muscled form. His mask left his eyes and the bridge of his nose uncovered showing hazel eyes and a darker skin tone that likely pissed off the E88.

"Really that's a first, normally I only get complaints about hanging around Assault too much." Clockblocker chuckled tossing the empty soda can in the trash and pulling his mask back down.

"That too." Aegis muttered.

"Anyway, this is the team for the moment Druid. The mouth over there is Clockblocker, the over worked one who thinks he's leader is Aegis. Gallant's got some family thing today so he's out... where's Shadow Stalker?" Vista questioned.

"Late, as usual." Aegis snorted in annoyance.

"If there isn't violence she doesn't give a crap." Clockblocker snorted his tone changing from amusement to aggravated.

"Ehh whatever. Anyway , this is Druid. I'm showing her around today. And this is... Druid, where's Apocalypse Meow?" Vista questioned.

Druid blinked and looked back to the door then opened it to look out the hall.

"Druid?" Vista questioned.

"Hmm." Druid frowned under her mask.

"I thought we were only getting one new Ward. Who's Apocalypse Meow?" Aegis questioned.

"I really want to know as well, that name is hilarious." Clockblocker laughed.

Armsmaster winced at the crash inside the cell flinching a little despite himself.

The two Doctors stared in horror through the window.

"Why are you still standing there, shouldn't you go help her?" One of the doctors demanded of Armsmaster.

"Help who? The Director or Lindt?" the other doctor questioned.

Director Piggot had entered the room and stood near the door to speak with Rachel Lindt, the prisoner not offering any real conversation as the Director listed the issues and what was going on, explaining it in small terms as if speaking with a child. She then went into what they wanted of Rachel.

Everything was fine for a few moments until the Director stated who she was, that got a rather dismissive remark from Lindt, and in reaction the Director offered a smile.

Armsmaster was quite sure the expression was intentional as it was less a smile and more a baring of teeth, something Lindt clearly took offense too as she rushed the Director with a growl.

Lindt then found herself on the floor as the Director practically threw her over her shoulder into the wall.

Then the Director slapped her in the nose with the rolled up file.

"No. Bad."

This seemed to piss Lindt off further which lead to the attack continuing.

An attack the Director continued to no sell, sending Lindt to the floor every charge or swing. All of it followed by a swatting of the rolled up file and a very stern 'No'.

Lindt tried again lunging and side stepping the throw managing to connect with the Director and rock her head back with the blow.

The Director's reaction to Lindt finally connecting was to toss the paperwork aside and slam Lindt to the floor of her cell, pinning her in place with a hold Armsmaster didn't recognize from the PRT manual, but was clearly very effective.

"I am going to say this once Lindt, you are not the Alpha here, I AM, and as such you will follow my orders if you want to ever see your dogs, or anything but the inside of a prison cell again. You work with us, you'll be treated fair and can earn some freedom in what you do. You keep fighting like this and I'll just let the idiots who want to see you locked up have you." the Director snarled. "I could keep putting you down like this all day, but I have other business to attend to. You are going to cooperate with the doctors and anyone else I say, you'll answer their questions and if I like what they tell me I might let you work with your dogs and other dogs as well. You have skills I would like in my pack, but if you can't get along then I'm going to cut you lose and do without, do you understand?"

There was a moment of silence before Armsmaster could make out a slightly pained 'yes' coming from the pinned girl.

"Good." the Director stated, standing up to let Lindt free. She spared a glance at the girl before she gathered up the paperwork scattered about the room, Lindt pulled back to the far wall and watching the Director with an air of caution.

With all the paperwork gathered the Director pointed at the window and the two doctors on the other side as well as Armsmaster. "If they ask you something, you tell them to the best of your ability. If you don't want to answer, you tell them no, you do NOT attack any one unless I or Armsmaster tell you to, understand?"

Lindt nodded a bit.

"Good." the Director opened the file flipping the page around to read it. "Can you read?"

Lindt blinked. "Some."

The Director frowned, as did Armsmaster.

"We're going to have to fix that, I'll see about setting up a tutor once you are settled. I don't profess to know what your life has been like up to this point, but we are going to fix what we can."

"My dogs..."

"The three you have are being cared for. I'll have Druid look them and you over as soon as she's introduced.

"No... shelter."

"Shelter? You have more dogs?"

Lindt nodded.

"Armsmaster?"

"I have not found anything in the reports about any other dogs or any shelter." Armsmaster stated. "When we picked up Miss Lindt there were no other dogs aside from the three in the abandoned building."

"She has expressed concern that we might put them down, but I thought she meant the three she had with her." One of the doctors offered.

"By train yard. Old place. Smell like fish." Lindt flinched.

"How long has she been in here?"

"About three weeks." Armsmaster offered.

"Shit." Emily stated. "Send a couple of squads out there, look for a old cannery or something, talk to some of the DWU out there see if they know her or have heard any dogs barking. If you find the place bring Druid out as well to check everything over."

"Yes Director." Armsmaster offered.

"Fuck, if she had a lot of dogs caged that long, this is gonna be a PR shit show." the Director muttered as Armsmaster went off to make the call. "Youth Brigade is bad enough, this shit would bring in PETA and the ASPCA. I already hate this job."
