Tokyo Bay — one of the busiest harbors in the world.Luxury yachts glided slowly across the calm, sunlit waters. The sky was a clear turquoise, as if freshly washed, and in the distance, the Tokyo Tower stood tall, piercing the skyline.
Since the 1950s, Japan's rapid economic growth had fueled massive land reclamation projects. Factories sprang up one after another, ports expanded continuously, and the natural habitats along the coast gradually shrank—until they all but vanished. To compensate, the Tokyo Metropolitan Government built a series of seaside parks along the bay.
At the Tokyo Port Wild Bird Park, flocks of plovers, sandpipers, wild ducks, and even hawks rested and hunted along the shoreline.
Tourists filled the park. Children laughed and chased each other on the beach while adults took photos of the wild birds with phones and cameras.
Suddenly, the calm shattered.The birds exploded into the sky in a chaotic frenzy, rising like a living black cloud. Some panicked ducks even slammed into tourists before flapping away frantically toward the open sea.
"What's going on?"
Visitors froze in alarm, bewildered and uneasy. None of them had ever seen anything like this before.
Then, the city's sirens began to howl—sharp, shrill, and urgent.Moments later, the park's loudspeakers crackled to life:
"Emergency alert! All visitors, please follow staff instructions and evacuate the beach immediately in an orderly fashion!"
Japan, so often battered by earthquakes and tsunamis, had a population well-trained in disaster response. Though fear spread quickly, people still managed to maintain some order as they hurried away.
Out on the water, yachts turned and sped toward shore, passengers' faces etched with confusion and anxiety.
"Is it a tsunami?" someone shouted.
Before anyone could answer, a powerful shockwave burst across the surface of the sea. Water erupted skyward like an exploding geyser. A nearby yacht was ripped apart, split cleanly in two.
From the foaming waves, Norman Osborn's massive figure leapt out of the ocean and crashed onto the beach.The impact sent out a hurricane-like shockwave, hurling the nearest tourists into the air while others were thrown tumbling across the sand.
Seawater streamed down his back, dripping from the sharp fins along his spine.
Winston staggered and coughed violently, spitting out mouthfuls of seawater. Norman's underwater speed had been terrifying; Winston had nearly been knocked unconscious by the current alone.
"Let's move," Norman said, voice rumbling like thunder.
Impatience burned in his tone. He was addicted to power—the rapid evolution of his strength—and every moment of stagnation felt like torture.
The two took a quick look around, determined their direction, and charged toward the University of Tokyo.
Sirens wailed throughout the city. Convoys of police cars sped toward the coast. Their orders were clear: evacuate civilians into underground shelters, then allow the carrier-based jets launching from offshore to engage the target—Norman Osborn.
"Boom!"
One unlucky police car collided head-on with Norman, its frame crumpling like paper. The remaining patrol cars panicked and crashed into one another.
Norman barely glanced at the wrecks before continuing toward the university. He needed to reach the biochemical laboratory before the Japanese authorities realized his true objective and secured the equipment. With his monstrous speed—and Japan's complete ignorance of his plan—there would be no time for them to react.
By the time they arrived, the entire campus lay wide open.
Winston, a former SEAL commander, had already memorized the layout of the university.
Because Japan had tightly suppressed all news of Godzilla's appearance in Fukushima, the students had no idea what was happening. When Norman Osborn stormed into the campus, the sight of him froze them in abject terror. Their legs gave out. Some couldn't even run.
Norman merely cast a cold glance at them before lunging straight toward the Biological Research Building.
Winston jumped off Norman's back and kicked the door down with a single blow.
"Creating the serum will take about twenty minutes," he said quickly. "We'll need hostages—important ones—to stop the U.S. from bombing the entire building. Let's grab some big names."
They both knew they'd been detected the moment they entered the university. Winston, once an American soldier, had ordered airstrikes on safe zones and hospitals before; a few "accidental bombings" could always be brushed off later.
He didn't trust the U.S. military not to seize the opportunity to annihilate the entire laboratory.
"Everyone stays here!" Winston roared. "Get to the rooftop—now! Anyone tries to run, and I'll eat you!"
He snatched up a student who tried to flee, bit off the boy's arm in one motion, and spat it aside. Blood sprayed across the wall as the student screamed in agony.The horrific sight silenced everyone instantly.
Like frightened quail, the rest of the students obeyed, trembling as they filed toward the rooftop. Some girls' legs gave out entirely, forcing others to carry them.
Winston strode into the lab, trembling with anticipation. The existing formula didn't need modification—he just had to follow the steps.
Holding his breath, he clenched his teeth, then slashed open his abdomen with his sharp claw. From within, he pulled out an egg sac, slick and pulsing. Inside, the semi-transparent membrane revealed tiny Godzilla larvae, their faint silhouettes glowing softly from within.
They were still fragile. The moment they left his body, their vitality began to fade, the light in their tiny forms dimming as they writhed weakly inside their casing.
Winston gazed at them in rapture. The wound on his stomach squirmed and began to close, knitting together within seconds.
"Become the stepping stones on my path to power… my children," he whispered.
High above the clouds, Titan—a massive airship—soared through the sky.It was held aloft by four colossal turbine engines suspended by steel cables, repurposed from a defunct S.H.I.E.L.D. Aero-Carrier Project.
When the project was canceled, all funding had been redirected into the Titan Program, leaving only these four engines as remnants. Designed to lift a hundred-thousand-ton carrier, they easily kept the much lighter Titan suspended in flight.
Tony Stark, in his MK2 armor, flew alongside the massive craft. In formation behind him were twenty-four F-35 fighter jets.Further back, several S.H.I.E.L.D. Quinjets carried support crews, ready to perform midair repairs if needed.
Inside the Titan's command cabin, Natasha Romanoff sat watching her display when a secure transmission suddenly appeared—Nick Fury's grim face filled the screen.
"Change course immediately. Head for Tokyo."
His expression was darker than the ocean below—so dark it looked like it could spill ink.
