Even if Rocks couldn't threaten Creed, reviving such a supreme pirate powerhouse would not be a good thing for the new World Government.
Creed didn't know what obsession Kaido had with it. Big Mom, who had once been Rocks's crewmate as well, should know the reason—but Creed couldn't be bothered to ask.
He didn't need to rack his brain for Kaido, and he didn't need to care what Kaido was thinking.
Shanks still returned to the New World to be one of the Yonko, living freely. Many of Marco's people also needed to go back and protect Whitebeard's homeland, and they all took their leave one after another.

That meant the accumulated bonuses from his many SSSS-rank abilities were substantial.
Maybe raising any one base attribute to SSSS+ rank would also let him step into the demigod tier.
As for the god tier above that?

What made it even more ironic was that Creed—the one who overthrew the World Government—had originally been a Marine officer, and had even rendered outstanding meritorious service to the Marines!

He was holding a newspaper, his smile brilliant, as he muttered to himself, "Good boy… you've opened a new era! Just like I'd expect from my grandson!"
"Right, I should make a trip—catch those two brats, Luffy and Ace, and drag them into the Marines!"
After a short while, he slapped the table and made a decision!
