Mount Blackthunder was located near Jinling City. Many Electric-type Pokémon lived on the mountain. It was named Blackthunder because it was prone to frequent lightning strikes year-round, and the trees that managed to survive there were all charred black.
According to research, there was a Thunder Stone deposit beneath Mount Blackthunder, which was likely why the mountain attracted so much lightning.
Because of this, trainers often went to Mount Blackthunder hoping to get lucky and mine some Thunder Stones.
Initially, as long as trainers didn't venture too deep into Mount Blackthunder, they generally wouldn't face severe Pokémon attacks.
But as the weather around Jinling City became abnormal, the Electric-type Pokémon began to riot. Many trainers near Mount Blackthunder were besieged by frenzied Electric-types.
It even led to several trainers losing their lives.
"Then... has anyone actually seen Raikou with their own eyes on Mount Blackthunder?" Kenji asked curiously.
Marina shook her head. "No. Although Raikou, Zapdos, and Thundurus are all accompanied by thunderstorms...

"So, what do we do next?" Kenji pressed.
"Wait." Faced with Kenji's question, Marina spat out a single word.
"If Raikou leaves on its own, that would be for the best. But if Raikou is still on Mount Blackthunder after five days, we will have to attempt to ascend the mountain to investigate the reason for its stay."
When she mentioned ascending the mountain, Marina's face showed a trace of gravity and worry.

He silently chanted "Draw," and the Hex Core roulette began to spin rapidly.

"Hello, Gym Leader Xavier." Kenji greeted him softly.
Xavier was very warm, smiling as he extended his hand to shake Kenji's.
"These are Senior Investigators sent by the League. They will be acting with us."
Several people dressed in black tactical gear, with small National League logos embroidered on their collars, stood to the side. There were five of them, one woman and four men. Their expressions were serious, and they only offered Kenji polite, faint smiles.
"And this is the leader of this research investigation team, Dr. Colin."
Finally, Marina introduced the man in the white lab coat who was fiddling with equipment.
The man was thin and wore glasses. After a long moment, he stood up and turned around, his gaze sweeping over everyone present before getting straight to the point.
"After our continuous observation and research over the past few days, we have basically confirmed that the Legendary Pokémon staying on Mount Blackthunder is Raikou."
Dr. Colin pointed at the screen as he spoke.
On the electronic display was a map. A bright red dot hovered glaringly over the location marked Mount Blackthunder.
"This is Raikou's specific hiding spot. Based on the location data and current conditions, Raikou is currently located in a mining cave near the northwest peak of Mount Blackthunder.
"And that is your destination for this mission."
As Dr. Colin finished speaking, the expressions of the Senior Investigators, as well as Gym Leaders Marina and Xavier, all turned serious.
