Chapter 253 - Chapter 166: The Wind and Rain May Enter, but Sage Cannot

Water Seven, the city of shipbuilding.

In the first half of the Grand Line, it's at least among the top five largest cities.

At least compared to those port cities Sage has plundered, it deserves the term 'city' more.

Because Water Seven has turned an entire island into a city.

As a renowned water city, this city as a whole presents a circular shape, with a huge port gate marked with numbers, and giant water outlets on the side, endlessly pouring out vast streams of water.

On its sides extend large bridges connecting clusters of buildings like towns, surrounded by a massive circular wall. The giant wall extends upwards to numerous buildings, divided into regions by enormous water channels connected to the outlets, and unified upward, reaching the colossal fountain at the top.

This place, also known as Water Seven, is a magnificent and majestic metropolitan city on water.

The entire water city is built on foundations submerged in the sea, thriving on the shipbuilding industry, boasting the world's top shipbuilding technology, and is also where the world's top boatmen gather.

But this city wasn't always like this.

Twelve years ago, what was called Water Seven was still enduring rising water levels and trading difficulties, just an isolated island where residents could no longer survive, resembling the massive tsunamis that struck every year, with the island slowly submerging.

The renowned boatman, Tom, developed the sea train tracks on Scrap Island on the outskirts of Water Seven and built the world's first sea train, the Smoking Tom, thus transforming Water Seven from a forced-closure and gradually desolated town into the prosperous city it is today.

Yet now this prosperous city is facing problems again.

The annual alarm from the "Water Gods" is about to go off, and on this impending day, their beloved Mayor Iceburg suffered an assassination attempt from the Straw Hat Gang, enraging the entire city!

Due to the upcoming Water Gods, it started pouring rain all around, even stirring up huge waves and gusty winds at sea, as if this rainstorm was more intense than in previous years.

In the night sky, in a sea area quite distant from Water Seven, a black ship anchored beside the tracks leading to Enies Lobby.

The mast of the black ship hung with a pitch-black sail, painted with the emblem similar to the topmost flag, a skull with eyes ablaze with flames, cast against the starless black sky, intermittently revealed amidst the storm.

Renedia leaned on the bow of the ship, bracing against the storm, leaning against the railing and adjusting her goggle disguised as a telescope, exclaiming: "What a fantastic city! Hurry, hurry, I want to compete with those boatmen to see who the top shipwright really is!"

"Renedia is full of energy."

Marika showed a smile as if doting on a child, also looking at the city whose outline could be seen with the naked eye, anticipating: "Ah, the famous water city, it surely must have some unique cuisine; perhaps we could find some excellent ingredients."

"Of course."

Jabra appeared behind them at some point, smirking: "That place has some delicious sea salt; every time I return to Enies Lobby after a mission, I always order a dish with sea salt from there, it's quite tasty."

"Salt, is it?" Marika nodded: "That indeed is a necessity; seems like we can collect some more."

"Sage! Has your sister not been arrested yet! Hurry up, if you don't go to Enies Lobby, we can't get to Water Seven!"

Renedia shouted loudly: "Too many battleships, oh my!"

Besides looking at Water Seven, she also spotted other things; in the nearby sea area, a large number of battleships gathered.

"Typically, in such a free city, so many battleships wouldn't exist, not even the Navy would be present, but now the situation is different..."

Owl spoke in a gloating tone, saying loudly: "Because of Sage! Chatter, chatter!"

"If I didn't let you speak, then don't speak, you big mouth!"

A frustrated voice of Sage came from the rear.

He pushed open the captain's cabin door and stood on the balcony on the second floor, with Lily holding an umbrella behind him to shield against the storm.

"What damn weather!" He rolled his eyes, cursing.

Four days!

From the Devil's Triangle Sea Region to Water Seven, a normal voyage takes at least twelve days, but Sage shortened it to four days, basically running on full power to reach Water Seven.

He was just afraid of going slowly and missing the plan.

After all, no one knows when his blood-related sister would arrive in Water Seven and get arrested, so he had to speed up.

Luckily, they arrived at night, and Owl informed them that during the day, the CP9 members in Water Seven found Nico Robin.

She has arrived!

Sage had no illusions; nor did he expect to arrive before Garp and initiate a robbery.

Because besides Garp, most of the battleships are indeed guarding around Water Seven, containing many Navy personnel.

The purpose of these Navy personnel is to prevent Sage from reaching here.

The Carnival incident had too huge an impact, and the World Government also didn't want Water Seven to become like that, necessitating heavy protection until Sage's whereabouts are found.

Actually, even without the Navy, Sage didn't plan to approach Water Seven.

Because today is the day when the Water Gods arrive.

What are the Water Gods?

They are the massive tsunamis that can submerge Water Seven entirely, and the reason why this water city has so many waterways is also impacted by the annual giant tsunami.

So Sage couldn't go in.

He personally doesn't believe in it, but it's hard to convince everyone on the ship not wanting him to enter Water Seven.

In Lily's words, that's 'For the most perfect implementation of the plan, you'd better not approach.'

After all, robbing Water Seven and destroying Water Seven are two distinctly different actions.

Sage had to angrily accept it.

Anyway, he couldn't go in, so it doesn't matter.

Thus, he waited on these tracks heading to Enies Lobby.

"Owl, is Garp in Water Seven? Has Nico Robin been arrested?" Sage asked.

"No news about Garp, we can't get hold of the Navy Hero's whereabouts, even that useless Spandam doesn't know. But Nico Robin has been arrested, oh, Lucci and the others are preparing to take the sea train and are on their way here, chatter, chatter." Owl said.

"Captain."

Jabra raised his hand and asked: "Can we go back later? After all, we agreed to meet at Enies Lobby, and we also need to report."

"Of course!"

Sage laughed heartily: "You also kind of 'arrested' me, right? Hahaha, when the sea train arrives, I'll take you all aboard!"

Robin has been captured...

Thus, the Enies Lobby incident is not far off!
