He could fully understand this condition from the Third Hokage.
Naturally, the Hokage side feared that the Uchiha whose children already possessed superior chakra and visual prowess from birth might use the opportunity to influence children from other clans.
Or even worse, as Danzō suspected, to promote their own teachings, their own pride, their own version of the Will of Fire… one that might deviate from the one Hashirama and Hiruzen upheld.
