Chapter 70: Operation Regicide - Part 1
POV: Michonne
Woodbury's cell smells of mold and fear—Michonne, Daryl, Carol, and Merle confined in converted storage room with single barred window showing guards patrolling with disciplined efficiency that suggests military training.
"Captured. Mission failed catastrophically. Martinez was double agent from the beginning, every piece of intelligence he provided was designed to walk us into this trap. Governor knew we were coming, prepared specifically for our arrival, and now holds us hostage for leverage against coalition that probably can't rescue us without destroying itself."
Her katana is gone—confiscated along with Daryl's crossbow, Carol's blades, Merle's assorted weapons. They're disarmed, outnumbered, and imprisoned forty miles from friendly territory in heart of enemy fortification.
POV: Daryl
Daryl tests window bars with methodical pressure despite knowing they're secure—activity provides purpose while brain cycles through escape scenarios that all end with death.
"Should've seen it. Martinez's 'defection' was too convenient, too perfect. Former refugee returning with detailed intelligence right when we needed it most. Governor's smarter than Negan—understands that best infiltration looks like defection, best lies contain truth that makes them credible."
"Window's solid," Daryl reports quietly. "Guards rotate every two hours with overlapping coverage. Door's reinforced. We're not breaking out without help from outside."
POV: Carol
Carol calculates probabilities with cold pragmatism developed through years surviving Ed's abuse, apocalypse's horrors, and transformations that turned housewife into killer.
"Scott won't surrender. Can't surrender—coalition represents too many people depending on continued resistance. But he also won't abandon us without attempting rescue. That creates dilemma: mount impossible rescue that might destroy coalition, or sacrifice us preserving everyone else. Democratic values say every life matters. Survival says four lives aren't worth risking hundreds."
"Coalition won't trade itself for us," Carol states with certainty that doesn't diminish understanding Scott will try anyway. "We knew the risks accepting this mission. Dying for coalition is acceptable outcome."
Merle snorts from corner where he's examining walls for weaknesses. "Speak for yourself. I ain't planning on dying for democracy or any other bullshit philosophy. We're getting out."
POV: The Governor
The Governor reviews his triumph with clinical satisfaction, twenty-four-hour ultimatum creating perfect psychological trap for coalition leadership.
"Scott Alen values his people. Democratic idealism says every life matters, no one's expendable, community protects its members. Beautiful rhetoric that becomes weakness when I force him choosing between ideals and survival. Either he surrenders proving democracy is hollow when pressured, or he refuses proving democratic values are rhetoric masking self-interest."
Martinez stands beside him reporting on Woodbury's preparations for either coalition surrender or defensive battle. "Forces ready to receive prisoners or repel rescue attempt. All contingencies covered."
"Excellent," the Governor responds, already composing tomorrow's arena announcement—whether he'll be executing hostages for entertainment or welcoming surrendered coalition members into Woodbury's civilized embrace.
POV: Scott
Haven's command center feels suffocating despite spacious dimensions—Scott staring at maps while his System calculates rescue scenarios that all show catastrophic probabilities.
[HOSTAGE RESCUE OPTIONS:]
[DIRECT ASSAULT: 12% SUCCESS, 80% COALITION CASUALTIES]
[STEALTH INFILTRATION: 18% SUCCESS, 60% TEAM CASUALTIES]
[NEGOTIATED EXCHANGE: 5% SUCCESS, 95% BETRAYAL]
[PRISONER ABANDONMENT: 100% HOSTAGE DEATH, 45% COALITION SURVIVAL]
[SURRENDER: 100% COALITION DESTRUCTION]
"Every option is terrible. Direct assault sacrifices too many fighters for uncertain hostage recovery. Stealth infiltration has minimal success probability. Negotiated exchange ends in betrayal because Governor's demonstrated he doesn't honor agreements. Abandoning them preserves coalition but destroys morale and validates Governor's claim that democratic values are empty rhetoric."
Rick enters carrying coffee that's more ritual than refreshment, both leaders operating on exhaustion and determination rather than adequate rest.
"Thoughts?" Rick prompts, recognizing Scott's been cycling through scenarios without reaching acceptable conclusion.
POV: Scott
Scott articulates impossible mathematics, his Statesman abilities offering political insights that don't translate into tactical solutions.
"Need third option that combines rescue with defense, saves hostages without sacrificing coalition. But Governor anticipated everything—he knows we can't surrender, predicts we'll attempt rescue, and has prepared specifically to exploit our attempts while maintaining advantage regardless of our choice."
"Governor's created lose-lose scenario," Scott explains tiredly. "We surrender and everyone dies. We abandon hostages and morale collapses. We attempt rescue and probably fail while depleting forces needed for defensive operations. Every choice leads toward disaster."
Andrea's voice crackles over radio from Prison—she's been listening, contributing despite distance. "What about negotiation? Not surrender, but prisoner exchange? We must have something Governor wants more than executing hostages."
POV: Andrea
Andrea sits in Prison's command room despite pregnant status theoretically keeping her sidelined, her strategic mind engaged because partners don't abandon partners even when separated by miles.
"Scott's trapped in tactical thinking, calculating military solutions to political problem. Governor wants psychological victory proving authoritarian efficiency beats democratic values. Give him different victory that preserves coalition while recovering hostages. Find what he actually wants beyond just our destruction."
"Governor wants legitimacy," Andrea continues, her journalist background analyzing motivations beneath Governor's theatrical cruelty. "He's built civilization facade but remains regional power without formal recognition. What if we offer diplomatic recognition—coalition officially acknowledges Woodbury as legitimate government in exchange for hostage release?"
POV: Scott
Scott's Diplomatic Insight processes Andrea's suggestion, recognizing kernel of strategy that might create acceptable outcome despite terrible circumstances.
[ALTERNATIVE STRATEGY: DIPLOMATIC RECOGNITION]
[SUCCESS PROBABILITY: 34%]
[PRESERVES: COALITION AUTONOMY, HOSTAGE LIVES]
[COST: LEGITIMIZES AUTHORITARIAN GOVERNMENT]
"Recognize Governor as legitimate authority over Woodbury in exchange for hostages. It validates his authoritarian model, potentially encourages other settlements accepting similar governance, but preserves coalition's autonomy while recovering friends. Not victory—it's managed defeat that minimizes losses while maintaining capacity to resist future threats."
"Legitimacy," Scott repeats slowly, the concept crystallizing into potential negotiating position. "We recognize Woodbury as sovereign government, establish formal diplomatic relations, offer trade agreements. In exchange, hostages released and both governments maintain territorial integrity."
Rick's skepticism is evident. "He wants our destruction, not diplomatic niceties."
"Maybe," Scott counters. "But he also wants psychological victory. Getting coalition to formally recognize his government after criticizing authoritarian methods? That's ideological win proving his approach works better than democracy. Gives him what he wants without requiring our actual surrender."
POV: Hershel
Hershel joins discussion from Prison, his moral framework grappling with ethical implications of recognizing tyrannical government as legitimate authority.
"Lesser evil versus greater good. Recognizing Governor validates his methods, potentially encourages other authoritarian leaders. But refusing means four people die, coalition's morale collapses, and we're probably destroyed in subsequent assault anyway. Sometimes righteousness requires dirty hands—accepting moral compromise to preserve capacity for future resistance."
"It's deal with devil," Hershel states carefully. "Recognizing his government legitimizes authoritarian governance we oppose philosophically. But immediate alternatives are worse—hostages die, coalition potentially destroyed, freedom eliminated. Sometimes preservation requires moral compromise."
POV: Scott
Scott coordinates rapid planning—diplomatic proposal offering Woodbury recognition, territorial agreements, trade relations, everything short of actual subordination in exchange for hostages' safe release.
[DIPLOMATIC GAMBIT: PREPARED]
[OFFER: MUTUAL RECOGNITION]
[TIMELINE: 18 HOURS REMAINING]
[SUCCESS PROBABILITY: 34%]
"One-in-three chance Governor accepts diplomatic solution over theatrical execution. Not good odds, but better than twelve percent direct assault or accepting certain hostage death. Worth attempting before resorting to military options that'll probably fail anyway."
"I'm going to Woodbury," Scott announces, decision made despite Rick's immediate objection. "Negotiating face-to-face, offering terms that appeal to his ego while preserving our autonomy. If he refuses, we attempt military rescue. But diplomacy gets first attempt."
Andrea's voice carries fear and pride equally. "Be careful. Our child needs their father."
"I know," Scott replies, the acknowledgment carrying weight of everything at stake—hostages, coalition, family, future.
POV: Rick
Rick insists on accompanying Scott, refusing to let his partner enter enemy territory without backup despite tactical arguments about not risking both leaders simultaneously.
"We're family. Not through blood but through everything we've survived together. Can't send Scott into potential trap alone while staying safe coordinating from distance. If one leader risks himself negotiating, other leader stands beside him. That's what partnership means."
"I'm coming," Rick states with finality that doesn't invite argument. "We face Governor together or not at all."
They prepare departure while Glen and Rodriguez coordinate defensive preparations for potential Governor assault if negotiations fail. Coalition stands at precipice—diplomatic solution might preserve everything, failure might destroy everything, and only way to determine outcome is attempting negotiation that's probably doomed but represents best terrible option among exclusively terrible alternatives.
POV: Michonne
In Woodbury's cell, Michonne hears approaching footsteps suggesting either execution or development. Door opens revealing Governor flanked by guards, his expression carrying theatrical anticipation.
"Here it comes. Either death or another psychological game. Governor's not content with simple execution—needs elaborate performance demonstrating his superiority. That might be weakness to exploit if Scott's attempting rescue or negotiation."
"Good news!" the Governor announces cheerfully. "Your leader Scott Alen has requested negotiation. Seems he values your lives enough to risk himself personally. How touching!"
The statement contains information and threat simultaneously—Scott's coming, which means opportunity for rescue or additional hostage depending on negotiation's outcome.
POV: The Governor
The Governor anticipates upcoming negotiation with satisfaction mixing genuine curiosity about what Scott will offer and confidence that he maintains superior position regardless.
"Scott's predictable. Values democratic ideals, can't abandon his people, will attempt diplomatic solution before military options. Coming personally means he's desperate, probably offering recognition or territorial concessions I can exploit while maintaining strategic advantage. Either way, I win—get concessions validating my governance or get additional hostage when negotiation fails."
"Prepare appropriate welcoming," the Governor instructs Martinez. "Our guests should feel... appreciated. And ensure security is comprehensive. Scott Alen's clever—might be negotiating in good faith or creating distraction for rescue attempt. Cover both contingencies."
POV: Scott
Scott and Rick approach Woodbury under white flag, both leaders armed despite diplomatic status because Governor's demonstrated he doesn't honor conventions when convenient to violate them.
[DIPLOMATIC MISSION: IN PROGRESS]
[HOSTAGE RECOVERY: NEGOTIATION PHASE]
[BACKUP PLAN: MILITARY RESCUE IF FAILS]
[PERSONAL RISK: EXTREME]
[ANDREA STATUS: TERRIFIED BUT SUPPORTIVE]
"Walking into predator's territory again. Last diplomatic mission ended with team captured and intelligence compromised. This might end with additional hostages or breakthrough that recovers friends without military conflict. One-in-three odds mean two-in-three failure, but that's still better than alternatives. Have to try negotiation before accepting violence as only solution."
Woodbury's gates open, revealing Governor standing center with theatrical welcome and Lucille nowhere visible—deliberate choice suggesting civilized negotiation rather than barbaric threat.
"Scott Alen!" the Governor greets warmly. "Welcome to Woodbury! Shall we discuss your friends' futures?"
The negotiation begins with stakes measuring four lives, coalition's future, and question whether democratic values can coexist with authoritarian power or whether freedom and tyranny inevitably conflict until one destroys the other.
Scott's System offers no probability calculations adequate to capture complexity—just steady display counting eighteen hours until hostage deadline expires and Governor's patience transforms into theatrical cruelty.
The clock is ticking. The negotiation begins. And Scott must find terms that recover hostages without surrendering everything his people have fought to preserve.
