When Pangu first began creating the world, he started with the Mortal World.
His original foundational design contained the memories of all things in existence.
Based on the changes and variations within these memories, he then created Heaven and the Underworld.

· The Underworld is composed of negative memories.
Their governing functions are as follows:
· Heaven manages reincarnation, finance, and law.
· The Mortal World manages the physical economy.
· The Underworld is responsible for neutralizing and transforming negative memories.
