Chapter 15 - Chapter 15 – On the Shocker Plan

When Evolto volunteered, Dan paused briefly, tapping his fingers lightly on the table before speaking calmly:

"Since you want to have some fun, then go.

Leave Shocker and Hydra with a deep impression—teach these guys properly not to think about pulling any tricks within Foundation X.

At this stage, all Shocker needs to do is obediently conduct research using the cyborg modification technology granted by the Foundation.

When I don't need them to appear, they shouldn't have any restless ideas."

Hearing this, Evolto nodded with a playful smile.

"Understood, boss. I'll make sure they remember it deeply."

"Master…" Ark suddenly spoke.

"What is it?" Dan asked in slight confusion.

"Shocker seems to have already prepared for the possibility of retaliation from the Foundation. Most of the equipment and personnel of the Shocker base that received the Foundation's technology and conducted various experiments have already been evacuated in advance. The current base is basically an empty shell. Even if it's completely destroyed, they won't lose anything."

Ark reported.

"They're not entirely stupid," Dan nodded with slight satisfaction instead of anger.

However, no matter how thorough their planning or how secret their actions were, in front of Dan, who possessed the Gaia Library, everything was transparent.

A single query in the Gaia Library was enough—the causes, consequences, and arrangements were all crystal clear.

It was like opening God Mode in a game. Dan simply granted himself admin privileges, giving himself full vision of the opponent's movements.

Everything was in his grasp—naturally, there was nothing to be angry about.

In fact, if Shocker and Hydra didn't make any preparations and simply provoked the mysterious Foundation X recklessly, then Dan would have needed to question whether they were even qualified to act as villains in his game script.

First of all, Ark's intelligence program was far beyond the current level of Earth's AI technology, and with the bonus from the Kamen Rider Chronicle system—even Dr. Zola, whose consciousness had evolved into a digital lifeform—still couldn't compare.

Originally, the creation of the Shocker organization's Dr. Zola was Dan's doing—using Kamen Rider Zero-One's AI technology to give him a freely functioning body.

Shocker's cyborg enhancement and genetic modification technologies were also gifted by Foundation X.

Foundation X possessed technological power far above Shocker—Hydra should have been well aware of that.

Yet this time they blatantly took advantage of the opportunity when Foundation X delivered the data, intending to trace back the Foundation's true identity.

To a considerable extent, this was clearly an open provocation—did they really think it wouldn't trigger retaliation?

By evacuating their facilities and personnel in advance, they had obviously used the base as a disposable pawn to probe the Foundation's strength.

Due to the technological gap, Hydra didn't expect to actually uncover the Foundation through online tracing; rather, they intended to provoke the mysterious organization and force a reaction—whether negotiation, condemnation, or direct retaliation.

As long as the Foundation moved, they would leave traces. And traces meant clues.No organization could truly isolate itself from the world completely.

From what Hydra's high command inferred from the advanced technology Foundation B sent to Shocker, it was impossible those technologies were created out of thin air—Shocker's cyborg enhancement tech was too refined.

Much more advanced than Hydra's own enhancement efforts—such results required long-term, large-scale experimentation.

That would require infrastructure, equipment, researchers, and numerous test subjects—impossible to conduct while completely detached from the outside world.

In Hydra's view, the reason they found no clues before was simply that the Foundation's secrecy was exceptionally well executed.

Like an isolated paradise—if one didn't know the entrance, one could never enter.

But if a trace appeared at the exit, they could follow it back to the entrance.

So Hydra's leaders decided to lure the snake from its hole—abandoning a mostly evacuated base as bait to force Foundation X to act.

As long as the Foundation did anything, Hydra was confident that its massive influence in the world's shadows would allow them to uncover the Foundation's origin.

As for losses, they were acceptable. A secret base was nothing—Hydra could easily afford it.After all, even S.H.I.E.L.D. was serving as their blood bank, helping them grow.

Hydra truly did live by its motto—cut off one head, two more grow.Defeated during World War II, but reborn by puppeting S.H.I.E.L.D. from within.

Unfortunately, this time they faced Dan.

If the confrontation were a game, Dan was the game's creator and administrator.

In this competition, Dan was both a player and the referee—one who could change the rules anytime.

Who could possibly beat that?

(As the game creator and admin, using cheats while playing is totally reasonable, right?)

Moreover, the Foundation was just a façade.

Shocker's enhancement technologies truly were created from nothing—taken from another world recorded in the Kamen Rider Chronicle system.

And if there really existed a Foundation B, it was only Dan and his AI assistants—Izu, Azu, Ark…

If Dan didn't want people to know about the Foundation's identity, then no one would ever learn anything about it.

"Lure the snake out? Not a bad plan," Dan chuckled in disdain after fully comprehending Hydra's scheme.

"Unfortunately, what they've lured out isn't a snake, but a true dragon—one that can soar or vanish at will. These creatures in the shadows are destined to gain nothing. They will lose everything."

Gaia Library was this powerful—so long as it was something on Earth, Dan could investigate it.Hydra's entire plan and intentions were clear as day.

"I have already located Shocker's new base.

When the time comes, simply demonstrate the overwhelming power of the Foundation.Crush their confidence—let them understand what 'a sky beyond the sky' means, what absolute power means, what helplessness means."

Dan smiled confidently at Evolto.

"Understood. Then I'll enjoy this game properly."Evolto showed a wicked smile, like a bully preparing to torment children.

"Shocker cleared out the bait base very cleanly—their planning and execution were tight. They're quite a qualified villain organization."

Dan chuckled and said to Evolto:

"As a reward, don't completely destroy their base.

Just wipe out all combat forces and weapon systems."

After all, it wasn't easy to build a secret base that large.Dan still needed Shocker to act as villains in his scripted game—no need to break them too early.

Dan had never expected Hydra to stay obedient forever; he didn't need them to.But before the proper storyline began, they had to behave. If they didn't, they would be beaten until they did.

Dr. Zola and Shocker were merely chess pieces.

As long as a piece functioned where it should, it didn't need to jump off the board.

In Dan's game script, Shocker's role was the Riders' destined enemy—the elite boss organization.

But since the Rider system was still in its early stages and not yet complete, Shocker's development should also proceed quietly in the shadows, not cause storms.

Letting Evolto destroy one or two Hydra bases served as a reminder—much stronger forces existed.

Just because they possessed some defective cyborg soldiers, didn't mean they were powerful.

It was also intended to apply pressure—forcing them to invest more resources into Shocker's enhancement research.
