Chapter 11 - Chapter 11 — THE CITY OF TOMORROW BEGINS

Keqing and Ganyu stood frozen, staring at the glowing 3D model Takumi had conjured out of thin air.

The table-sized projection floated above the map of Liyue — a lifelike design of roads, buildings, bridges, and docks.

It was the first time either of them had seen such a thing in their long lives.

Ganyu blinked.

Keqing rubbed her eyes.

"…Mr. Takumi," Ganyu whispered, "what… what kind of ability is that?"

"It's…" Takumi coughed loudly.

"A special skill. Let's not worry about the method."

Keqing narrowed her eyes.

"Creating physical, detailed models from nothing is not a minor skill. Even the adepti can't do this."

Takumi straightened up dramatically.

"It's… imagination made real."

(Well, technically it was the Blueprint Module, but they didn't need the details.)

The two women exchanged a look that said:

We accept this…but we definitely have questions.

But for now, they pushed them aside. There was too much work ahead.

1. The Steel Bar Problem

Takumi pointed at a road segment on the floating model.

"For reinforced concrete roads, steel bars are essential—"

"Nope."

"No," Keqing said instantly, cutting him off.

"Impossible," added Ganyu, already scribbling notes with a pained expression.

Keqing crossed her arms.

"Steel production in Liyue? Not happening. It would require furnaces far hotter than anything we have, massive manpower, and specialized smelting techniques. The cost alone would cripple us."

Ganyu nodded politely.

"Let's use wood reinforcement first."

Takumi raised both hands in defeat.

"Fine, fine! We'll use wood. Steel bars can come later once we have actual industry."

(Blueprint System: quietly judging.)

2. Clearing the Construction Site

Takumi pointed toward Guili Plains on the map.

"Before anything else, we need to clear monsters. Hilichurls, samachurls, mitachurls… all of them must be relocated or eliminated."

Keqing nodded.

"We'll issue Adventurer Guild commissions. I'll coordinate with Lan and Katheryne."

"But slimes," Takumi added quickly, "must be captured alive."

Both women looked up in surprise.

"Captured?" Ganyu asked. "Not defeated?"

Takumi waved his hand confidently.

"They're… useful.

Rock slimes for stone. Pyro slimes for heat. Cryo slimes for refrigeration."

Keqing stared at him.

"So you're building a city with cement and… slimes."

Takumi proudly nodded.

"Yes."

Keqing slowly wrote that down with the facial expression of a woman who had accepted too many strange responsibilities.

3. The First City Model

Takumi raised his hand, activating his Blueprint Module again.

—FLASH—

A full 3D miniature city appeared on the table.

Streets.

Houses.

Multi-level buildings.

Docks with anchored ships.

A grid-like layout with parks, markets, and industrial zones.

Ganyu's breath caught in her throat.

"This… is beautiful."

Keqing leaned in closer, studying the buildings.

"These structures… they aren't Liyue style."

"No," Takumi said, "they're a fusion of traditional Liyue elements and modern design. Two-to-three-story houses for families. Five-to-six-story buildings for merchant guild offices."

"And this," he pointed proudly, "is the central market district. It will decongest Liyue Harbor."

The model shifted, showing the flow of goods.

"Goods arrive at the docks → go to the market → merchants buy → transport to Liyue Harbor or Mondstadt."

Keqing's brows rose.

"This… this could actually work."

Ganyu's tail flicked slightly — her version of excitement.

4. The Yaoguang Shoal Problem

Takumi expanded the projection toward the coast.

A beautifully designed port extended from Mingyun Village's side.

Keqing frowned.

"The land is large enough, yes… but the water is too shallow. Big ships cannot enter."

Ganyu nodded.

"Excavation would take months. Perhaps years."

Takumi smiled.

"I have a solution."

Keqing sighed. "I fear nothing good follows that look…"

Takumi raised his hand dramatically.

"Mondstadt's demolition expert."

Both women froze.

Ganyu whispered, horrified:

"Y-you don't mean…"

Keqing's eyes widened.

"You mean the one who permanently changed the shape of Lookout Mountain? THAT demolition expert!?"

Takumi nodded proudly.

"That's the one. Invite her."

Keqing pinched the bridge of her nose.

"If she blows up half of Yaoguang Shoal, you're responsible."

Takumi shrugged.

"Sometimes progress needs… controlled explosions."

(Blueprint System: "I do not endorse this.")

5. Infrastructure: Roads, Ports, and Factories

Takumi expanded the model again.

Roads branched out like arteries.

"This road," Takumi said, tapping the line to Stone Gate, "will eventually connect to Mondstadt."

"Direct route?" Keqing muttered. "That cuts travel time by half."

Takumi nodded.

"And if Mondstadt buys cement, they can build their side too."

Ganyu scribbled furiously.

"Increasing trade efficiency… reducing monster encounter risk… the possibilities are enormous."

Takumi continued:

Rest stations along the road

A transit hub at Stone Gate

Qingce Village redevelopment

Industrial clusters spread instead of centralized

Food processing zones

Workshops for tools

Entertainment district ("for future economic growth," Takumi insisted)

Keqing frowned.

"What is an entertainment district?"

Takumi looked away.

"You'll see… eventually."

6. Revitalizing Liyue's Population Spread

Takumi gestured to Qingce Village.

"Right now, Qingce is a village of only elders and children. It's nearly abandoned. That's a waste."

Ganyu nodded solemnly.

"Yes… many of Liyue's young people moved to the harbor."

Takumi traced several planned routes and resource stations.

"Roads and industry will decentralize Liyue's economy. Villages like Qingce can revive. Even Mingyun Village can become a tourist site."

"Tourism?" Ganyu echoed.

"Hot springs, food, scenery, hiking, culture… that's how you revive abandoned towns."

Keqing quickly wrote that down.

7. The First True City Layout

Takumi activated Blueprint Deep Mode again.

—FLASH—

The city expanded:

Residential District

Merchant Office District

Light Industrial Sector

Food Processing Zone

Education Square (Ganyu perked up here)

Cultural Arts Center

Administrative Hub

Slime Containment Facility (Keqing pretended not to see this)

Ganyu softly muttered, "Cultural education… the youth will benefit greatly…"

Takumi nodded.

"If Liyue is going to become an industrial nation, education is essential. Schools, workshops, technical training."

Keqing stared.

"You're planning an entire civilization shift?"

Takumi grinned.

"Exactly!"

8. Keqing and Ganyu's Final Verdict

When the long explanation ended, the table was covered in sketches, notes, and a glowing city map.

Keqing exhaled deeply.

"…It's ambitious. Ridiculous. Overwhelming."

She closed her notebook.

"But it's… correct."

Ganyu nodded.

"Everything aligns with Liyue's future development. If we proceed, the entire region will benefit."

Takumi pumped his fist.

"Great! Then — we start immediately."

Keqing stared at him.

"Wait.

Slow down.

We must report the entire plan to Lady Ningguang."

Takumi froze.

"Oh.

Right."
