"Kai! Fiona! Thank the God of Forms and Fees you're back!" Fitzwilliam wailed, dropping the stamp. "It's a disaster! The Bureaucratic Baddie has been defeated, but the Administrative Aftermath is killing us!"

Through the small window, they could see Agent #7, Gary, sitting at a desk, methodically reviewing stacks of ancient, sea-soaked plunder manifests.

Kai and Fiona walked over and knocked firmly on the steel wall.
"Agent Gary? It's Kai. I believe we have an outstanding issue regarding the unscheduled manifestation of your entity in multiple non-compliant dimensions."
The steel door hissed open, revealing Gary, wearing an air of infuriating composure and holding a fresh clipboard.
"Ah, Mr. Kai. I was hoping you'd return. Your Inter-Village Visitor's Visa (I.V.V.V.) is still outstanding. That's a minimum $50 fine, compounding daily," Gary stated flatly. "And I'm currently auditing the economic infrastructure of this 'pirate world,' which appears to be built entirely on fraud and failure to report capital gains."
"We can discuss my fine later, Gary," Kai countered. "Let's discuss your jurisdiction. The I.V.C.E.S.R.M. is mandated to govern the Ninja Chronicle reality, 77-A. You are in 12-B. This is a massive case of Unlicensed Inter-Dimensional Regulatory Overreach (U.I.R.O.)."
"My scope expanded due to an emergency declaration regarding the misuse of Chakra-based resources in this sector," Gary insisted. "I am mandated to ensure fiscal compliance across the Multiverse to prevent narrative collapse caused by unauthorized wealth."
"But your forms are incompatible!" Fiona interjected, pointing at the paperwork. "This Form 88-P (Declaration of Plunder Value) is based on Ninja currency conversions! It doesn't account for the volatility of the pirate gold standard! It's a fundamental statistical error!"
Gary faltered, looking confused for the first time. "It... it calculated the average conversion rate based on the last recorded sale of ancient artifacts..."
"Wrong!" Kai yelled, seizing the moment. "You are using Obsolete Data! That's grounds for an immediate Audit Cease-and-Desist (A.C.D.)! You're paralyzing an entire world's economy based on faulty statistics!"

"Gary, I have a proposal," Kai said, channeling his N.S. into pure financial authority. "I am initiating the Global Pirate Amnesty Program (G.P.A.P.). In exchange for the I.V.C.E.S.R.M. immediately ceasing its audit, I will personally guarantee the entire pirate population restructures their economy into a legitimate, tax-compliant Cooperative Free Trade Zone."
Fiona held up a new, glistening document. "This Form 900-D (Declaration of Narrative Economic Reformation) will instantly reclassify all previous illegal plunder as 'Initial Seed Investment Capital for Interdimensional Small Businesses.' All fines are waived."
Gary was visibly overwhelmed. His system was designed to enforce rules, not process massive, complex, legitimate reform.
"But... but the back taxes..." Gary stammered.
"Are forgiven under the Interdimensional Entrepreneurial Growth Initiative (I.E.G.I.)," Kai declared, pulling out a pen. "Now, I need you to sign this A.C.D. immediately, or I will file a formal complaint with the Multiverse Authorial Review Board (M.A.R.B.) regarding your unauthorized use of the Red Pen Shards."
The threat of M.A.R.B. and the possibility of dealing with complex, new, legal paperwork broke Gary's will.
He slumped, taking the pen. "Fine. A.C.D. granted. But I'm auditing the legitimacy of this 'Small Business Initiative' next quarter."

"You immediately form a Pirate Credit Union, and you start filing quarterly reports on your 'Seed Investment Capital'," Fiona instructed, handing him a manual titled Maritime Business Practices for Dummies.
"The danger here is over," Kai said, checking the System. "Gary is gone, and the pirates are busy filing for trade licenses. Time for our next reality."
