Chapter 13 - The Certified Practitioner and the Boredom of Max Level

The salt spray of the Pirate World vanished, replaced by the deep, cavernous quiet of a traditional, high-fantasy castle. Kai and Fiona materialized near a massive, gilded throne—upon which sat a figure radiating an overwhelming aura of competence and profound, chronic boredom.

"World 1-A: The Standard Fantasy Quest. Textbook high fantasy," Kai murmured, examining the protagonist.

Sir Kaelan the Unassailable—the hero—was cloaked in armor that shimmered with the power of a thousand vanquished demons. His sword, Doom-Ender, rested lazily across his lap. He looked like he could destroy a continent, but was currently contemplating the dust motes floating in the sunlight.

Kai and Fiona—now dressed in highly official robes embroidered with complicated crests and seals—approached the throne.

"Sir Kaelan the Unassailable? We're from the Department of Certified Magical Practitioners (D.C.M.P.)," Kai announced, projecting authority.

Kaelan slowly looked up, his voice echoing with the weariness of a thousand completed side quests. "Another cult? Another demon lord? I solved those. Get in line."

"We are not here to fight, Sir Kaelan," Fiona said, opening a briefcase full of ledgers. "We are here to audit your Magical Practitioner License (M.P.L.) and your compliance with the Charter of Controlled Chaos."

Kaelan blinked. "My... license?"

"Yes," Kai confirmed, pulling out a small, highly complex tablet. "Our records indicate that you reached Level 99 and achieved 'Unassailable' status five years ago. However, you have failed to file any renewal paperwork for your M.P.L. Your license expired last Tuesday."

Kaelan stood up, his massive, world-shaking power causing the dust motes to shimmer. "My power is innate! I smote the Lich King! I do not require a license!"

"Oh, but you do," Fiona countered, unmoved by the overwhelming magical aura. "Per Section 4-B (Unregulated Magic Usage), all magical activities exceeding Tier 3 must be covered by a valid M.P.L. Your usage of Doom-Ender (Designate: 'Tier 5 Artifact') without a permit is a Class A Violation."

💾 Magical Fines and Permits

Kai pointed a chastising finger at the sword. "And your sword itself! Did you file the required Enchanted Artifact Registration (E.A.R.) form? And what about the Post-Battle Environmental Impact Statement (P.B.E.I.S.) for the destruction of the Shadow Realm? That's a massive, unpaid fine for dimensional contamination!"

Kaelan was completely bewildered. He was used to challenging gods, not filling out forms. His armor actually dimmed slightly under the weight of the allegations.

"The Lich King's castle exploded! I didn't have time to fill out... forms!"

"That's not an excuse for the D.C.M.P., sir," Fiona said sternly. "You are now facing the immediate Revocation of Unassailable Status and the temporary seizure of all high-level magical assets until compliance is achieved."

Kaelan tried to summon a powerful fireball—the basic combat spell of a Level 99 hero. The most he could produce was a small, fizzling spark, barely enough to light a soggy cigar.

"My power! It's been downgraded!" he whispered in horror.

"You are currently restricted to Tier 1, Energy-Efficient Magic—essentially, lighting a small torch or making your tea slightly warmer," Kai explained. "The D.C.M.P. mandates you use this time to focus on your Recertification Exam."

📚 The Recertification Quest

"Your new quest, Sir Kaelan," Kai declared, pulling out a textbook and a number two pencil, "is the D.C.M.P. Level 5 Recertification Exam. It covers Magical Ethics, P.B.E.I.S. Filing, and an essay on 'The Responsible Deployment of Dimensional Rifts.'"

"This is not a quest! This is hell!" Kaelan protested, slumping back onto his throne.

"It is the ultimate challenge," Fiona countered. "You defeated every monster in the world, but can you defeat Form 7-M (Magical Malpractice Disclosure)? The fate of the narrative now rests on your ability to correctly use a semicolon."

Kai used the remaining N.S. to ensure the compliance held and to introduce new plot dynamics.

[Effect: The former 'weak Squire,' Elara, who was waiting for Kaelan's boredom to end, is now the only Level 1 hero with a Valid M.P.L. (she was certified to heal minor papercuts). She is now the temporary, highly stressed Protector of the Realm.]

Kaelan, defeated, picked up the thick textbook. "What if a new Demon Lord attacks while I'm studying the P.B.E.I.S. protocol?"

"That's Elara's problem now," Kai said cheerfully. "She has the valid M.P.L. Her current quest is to organize your filing cabinet. If a demon shows up, she can at least hand it the correct tax forms."

Kaelan groaned, cracking open the textbook. His quest for glory was replaced by a quest for a passing grade. The narrative, once stagnant, now had low-level, high-stakes academic tension.

"A world where the hero needs to slow down his investigation for the sake of political stability? This is delicate," Kai mused. "We'll need to hit him with the Code of Ethical Investigation and Mandatory Vacation Protocols."
