The things the Indigo League cannot do, Team Rocket can do?
That's an attractive claim, but the League can do it; they simply choose to value life more.
That's why the League's laws avoid the death penalty, and under the Pokémon League's management, this world has remained peaceful.
Sure, there are schemers and evil organizations, but under the League's supervision, no one really harms ordinary people.
At most they snatch Pokémon.
And what Damian says, that Team Rocket will handle evil organizations and villains worldwide, is necessarily a blunt, hard, extreme method.
That doesn't fit the League's laws and rules.
"Hmm, let's head back." Goodshow nods.
For Goodshow, there are two choices now: maintain the status quo or push for reform.
But either way, there being an organization equal in status to the League is not something he would consider good.
Because Team Rocket clearly won't respect the League's laws or existence, and the lead Damian doesn't care; will his subordinates care?

Damian smiles faintly.
He already knew that their talk would end in a quarrel.
Goodshow came hoping for reassurance, to get Damian's guarantee, so he could accept Team Rocket's existence.
As long as Team Rocket won't overstep, it's fine.
After all, in Alola, Hoenn, and Unova, Damian leading Team Rocket has been normal.
Just a few underhanded methods, nothing too extreme, but it's still tolerable.
But Damian wants to be the Kings of the Underworld, and clearly refuses to follow League regulations, which is too much.
Does that mean Team Rocket can do whatever it wants, and the League cannot intervene? What's the League for?
"But it's okay, he'll understand later."

Caitlin seems to understand that Damian is deciding which region to visit; she doesn't voice an opinion.
Anyway, Damian's choice is fine with her.
"Caitlin, do you want to go home and check in?"
Damian considers for a moment and asks Caitlin.
Caitlin's refined face blooms into a bright, gentle smile.

After another week in Kanto, Lavender Town base.
"As expected, you, Dr. Fuji, I didn't expect you to actually manufacture it."
Damian looks at the Mega Stone in his hand, admiring the polished beauty; Shadow Mewtwo's Mega Stone is successfully created!
"Thanks to Mewtwo and Colress, otherwise it wouldn't be so fast."
Dr. Fuji shakes his head; the delay was because earlier Damian had taken Shadow Mewtwo elsewhere, so he couldn't obtain precise data and conduct on-site experiments.
During this period, with Shadow Mewtwo and Colress's assistance, progress is very fast.

The body is much smaller than before; if Shadow Mewtwo looked like an adult, now it looks like a child.
Its eyes still glow with that terrifying deep purple light; the right shoulder still bears that creepy golden stone, and the tail behind is longer than the body.
It looks more like Mew, but its entire body remains jet-black.
"Mewtwo, how does it feel?"
Damian's mouth lifts; of course it's successful—that's Mega Shadow Mewtwo Y!
"Very—good."
Mega Shadow Mewtwo Y bows its head, eyes sparkling with excitement as it looks at its arm.
"Damian, I am incredibly strong now!"
Its Telepathy seems less deep, but it feels a constant surge of power—the strength is immense.
It feels like with a simple use of psychic, it could move a mountain and bend Confusion into nothing.
This power thrills it!
"Good," Damian nods in satisfaction.
He also recalls the Pokédex entry for Mewtwo Y.
Although its body is smaller, its power is unimaginable; a simple use of Confusion could level skyscrapers.
"Damian, I think Mewtwo's potential isn't fully mined yet." Dr. Fuji tells Damian.
"During experiments I found another possibility, but due to time we'll only explore one direction for now."
Dr. Fuji's comment aligns with the project's ongoing collaboration with Shadow Mewtwo and Colress.
"Then please continue, but I'm about to leave Kanto soon."
"No problem; with complete data, another Mega Stone can be made soon." Dr. Fuji nods.
"When this is done, I'll have no more ties with your Team Rocket."
"Of course, I always keep my promises." Damian smiles.
Dr. Fuji sighs inwardly, wishing this would prove true.
Otherwise, what else could he do?
But at least his Pokémon shop is doing well thanks to Team Rocket's supplies.
Shadow Mewtwo can Mega Evolve, which greatly boosts Damian's strength, and he's in a very good mood.
"If we go to Sinnoh next, Zinnia will still need to come along."
In a villa in Saffron City, Damian contemplates who to bring.
Zinnia and Gladion should come; Colress and N stay in Kanto.
Since the fallout with Goodshow, Indigo League may move, so Kanto Team Rocket needs solid leadership.
N has Ideals Zekrom; even Lance wouldn't fear Colress for a short while; it's up to him.
