So, I was jogging today when I heard a huge commotion coming from one of the fancy mansions in the street. It was like a bomb had gone off only a block away from me.
Having heard of far too many idiots getting hurt because they wanted to get some pictures, and not being a complete idiot myself, I hid, as any sane person would, but when the commotion was over, I couldn't resist taking a look.
And there she was, one of the twin giants from the empire, twenty feet tall and pinned to the ground like some kind of preserved insect, the mansion on Helm street almost destroyed behind her… and I swear I could see another guy crushed under her body, plus the entire place was on fire.
Holy shit, people, was that her home? She wasn't even wearing her costume, so did someone attack her in her civilian identity?

Edit: It's now public knowledge: that was Max Anders' mansion… the CEO from Medhall…
Edit2: Yeah… mods keep banning new pictures, or ones with civilian identities visible, but the total death tool just came out, Kaiser, Fenja, Menja, Crusader, Krieg, and Stormtiger are gone, and from what is being said, Fenja getting pinned to the ground was kinda lucky, because the others didn't go quite so easily.

Someone I knew worked on the Kaiser scene… they say he was crucified, there was blood everywhere, and someone had poured molten metal all over his head and naked chest, even made it look like a crown… That's some Slaughterhouse-level shit right there.
Crap, now I feel conflicted, I mean… he was a Nazi, but nobody deserves that kind of end. What kind of sick person makes me feel sorry for Nazis?

Yeah… it seems the PRT was trying to keep it quiet, but someone just leaked everything on the internet. Max Anders didn't just support the Empire or date Fenja as some suspected, he WAS Kaiser, that body they found in the warehouse was his.
I mean, his company was named Medhall, so… I guess it's not that much of a surprise. I wonder what that will do to their stocks.

No, this was just another Villain trying to muscle in on the Bay, and while I don't usually care about Villain on Villain action, most of the Empire is still alive.
You know what's going to happen now? Hookwolf will take over, and things will only get worse.

Fuck it, even if it is a new villain, I'm completely willing to give them a pass. Not that I like crime, but anyone killing Nazis is a net positive in my book.

So, I managed to get my hands on some new information about the entire event. Someone released the coroner report, and while I'll leave a link, I can also give a summary.

Stormtigger: dead, head was crushed / Crusader: Dead, crushed by Fenja / Krieg: Dead, hole through body, and burnt to death / Menja: Dead, killed before she could use her power / Fenja: Dead, pinned to the ground with a metal spike / Kaiser: Dead, extensively tortured, then covered in molten metal while bleeding out.
Despite the losses, that was not even half the Empire's capes, and they've still got two Lieutenants to fall back on; they can definitely bounce back from this. However, Purity and Hookwolf are the next in line, and they never seemed to get along; I doubt they're going to start now.
I think the Empire is going to fracture, each leading their own gang, with Hookwolf becoming far more brutal now that he doesn't have to obey someone else.

Can we all agree on how crazy it is that an openly Nazi criminal group has been active in the US for decades, and nobody did anything about it? Whoever killed them is a hero.
Also, useless PRT is useless; not only did they let those bastards free for decades, but six capes died before they could even get to the location.

Nope, the new guy is definitely not a hero. It seems someone from the PRT did arrive in time, not even an hour after Kaiser's death, Panacea had to save Velocity, the guy was unconscious and had lost a leg.
The PRT isn't saying anything, but it's too much of a coincidence to be another cape. Here's the Link to the video of him being moved.

Lisa lowered her notebook screen and took a break. The boss wanted her help controlling the narrative about the new cape, but she needed to move slowly so as not to lose credibility with her account.
She didn't think she could stand becoming another XxVoid_CowboyxX.
Still, pointing out that he was willing to cripple a hero should be a good start.
Turning back to the papers she had taken the trouble of printing out, she grabbed one of the files and read the paragraph about Velocity's wounds again.
Broken arm, wounds on neck, amputated leg cauterized: Velocity was caught, wounds deliberate, avoided killing.
Villains killed with brutality, no signs of hesitation, hero spared: Killing deliberate, not a result of trigger, vigilante.
Closing her eyes, Tattletale turned away from the papers and sighed, then she grabbed the bottle of Advil and took out two pills, her headache starting to get worse from overusing her power.
The boss also wanted her to explore the possibility of recruiting this new guy, or at least working with him, but everything she was seeing gave her a bad feeling.
The guy had no respect for the unwritten rules, attacked Kaiser in his own house, deliberately killed everyone, and made sure most of the deaths were very painful… She didn't want someone like that working with the Undersiders, much less the boss.
Now, how was she going to prevent that from happening?
Pressing down on her aching eyes for a few seconds, Lisa stretched her arms and opened the notebook again, taking another look at a different PHO thread as she waited for the boss to send her new information.
She could have searched for it herself, but he wasn't paying her to, and why make things easier for him? Plus, she needed some time for the meds to take effect.

As everyone knows, there was an attack in Brockton Bay, six capes from the Empire, including Kaiser, were killed in the debut of a new parahuman who attacked them out of costume and at Kaiser's own house.
If you want to discuss the event, there's already a thread HERE, but this is about the cape himself.
Looking over all the available information, the new cape is a fit, tall black male, and I'll stop here before it gets too close and the mods get mad about doxing or discussing his identity.
He didn't wear a costume, so he may be a new trigger, but considering he already broke the unwritten rules, it's also possible he just didn't bother with one.
EDIT: Apparently, someone from the PRT leaked information; there was a survivor from the attack, and they say the guy called himself Overman. It seemed last-minute and more targeted at mocking Nazi ideology, that whole superior man and everything, but until we have a better name…
EDIT 2: Nevermind, Hookwolf publicly unmasked him, Danny Hebert Jr. former Student at Winslow High.
What do we know about him? Powers?
For now:
Brute: Probably 5 or 6
It could be less, even a Brute 3 can break through the ceiling and walls as he was reported to do, but considering he dealt with 5 capes in one place, I'm gonna guess high.
Mover: 5 or 6 again.
The man flew all over the city in a very short amount of time, while carrying Kaiser with him. It could be lower, but I'm gonna guess high again.
Edit: Blaster?: 2
I'm not entirely sure of this one, but there was fire or signs of burning in all three confirmed locations, and Kaiser's body was covered in molten metal when they found him, but it wasn't the new cape's main method of attack, so it gets a lower rating.
Still, there's got to be something more, or else how did he take out 5 capes at the same time? It could have been by surprise, but if anyone has a better idea.
Finally, the more complicated question: Hero, villain, or rogue?
Now, killing six people is usually a good indication that the person is a villain, but considering he's a black man, this may be his first time having powers, and the Empire are Nazis, I'm willing to look at justifications. Could it be self-defense?

Do you guys know how people get into the Empire? They have to beat someone, brutally, until they pass out, be it Black, Jew, or LGBT.
I work at a hospital in the Bay, and I've seen far too many cases over here; some don't survive, and more wouldn't if we didn't have Panacea… I'm not saying Overman should've killed them as he did, but I would not condemn him if he claimed self-defense.

I can't believe you guys are trying to defend that monster. He tortured Kaiser to death, he left people to be burnt alive, and there was more than enough time between Stormtiger and Kaiser's deaths for him to calm down.
At least the Empire helped out with Endbringer battles, sending out capes from time to time, and they kept Lung from kidnapping girls into sexual slavery.

Forget about the Empire chill, but the kind of things Overman did to Kaiser are on the level of the Teeth or even the 9. I refuse to call someone capable of that a hero; he's definitely a villain.
It's times like these I'm glad I'm not from the Bay.

@Bagrat I just want to point out that Fenja was at full size when she was pinned by that support beam. In her breaker state, she's vastly more resistant than a normal person, and the support beam wasn't sharpened into a point.
With that feat alone, I'd put Overman at a Brute 7, just below Alexandria, and it would make more sense how he could take down the rest of the Empire.

Fuck, they never arrested Kaiser; it's been decades, and they couldn't get the guy even once, why give them a chance to lose him now?

I'm not saying some of the Empire didn't deserve to die, Hookwolf certainly has a Birdcage sentence, but Overman IS a villain, and he's gonna hurt a lot of people provoking the Empire.

Yeah, it seems this entire thing is the gift that keeps on giving.
I don't know how much credibility to give this, but there's a rumor the Empire member who survived Overman's attack was actually Purity, and she was so freaked out that she turned herself in.
If true, then he's powerful enough to literally scare a Blaster 8 straight. Damn.

The guy broke every finger in Kaiser's hand, pulled out his nails, crucified the man, and poured molten metal over his skin… then he wrote a message in blood to the rest of the capes in the Bay.

There's no discussion. Overman is a villain, and he's no better than the rest of them.
We're not a medieval society anymore. I thought everyone agreed that human rights are a thing, that people have the right to live, they don't just lose that because they believe in something stupid or commit crimes.
We have laws for a reason; the Empire should be arrested and tried, not murdered in their homes. We can't just have Villains killing each other in the streets.

Hearing the sound of a message arriving, and finally starting to feel her meds taking effect, Lisa minimized PHO to check her email, seeing some new data the boss had provided.
Private PRT files, Velocity's body cam, documentation not redacted, access immediate: Access to PRT servers, high-level mole in Brockton Bay's PRT, mole working directly in the case.
Able to access high-level files, able to request access to cases, high level of control: Able to infiltrate different cases, PRT not safe, surrender likely to result in elimination.
Shit… well, she wasn't exactly planning on turning herself in, but it had been a kind of last resort, good to know it wouldn't work.
Cracking her knuckles, Lisa quickly went through several files, from medical and police reports to pictures of the crime scenes and the cape's house.
Danny Hebert Junior, adopted son of Danny and Annete Hebert, mother killed in a confrontation with ABB a year ago, father recently killed. Often got into fights in Wislow High but wasn't part of any gangs, has a sister, Taylor Anne Hebert, currently in a coma in Brockton Bay General Hospital, having signs of sexual abuse.
A deeper search on his name revealed far, far more.
Fought against three or more teenagers several times in school, no records of martial training, no records of medical procedures: Not a recent trigger, good at hiding, unwilling to participate in cape culture.
Stormtiger's time of death happens before others; Father's estimated time of death matches Stormtigger's: Father killed by Stormtigger, sister abused by Empire, remaining deaths a result of revenge.
Well, that confirmed it, killing the Empire hadn't been a result of his trigger event, Danny had chosen to ignore the unwritten rules and eliminate the Empire in their own homes.
Lisa found a photo of the happy family among the digital documents, a thirteen-year-old Danny helping his sister carry a large stuffed duck, everyone with smiles on their faces. It was hard to ignore the fact that the parents would be dead and the sister traumatized only a few years later.
Then she watched Velocity's body cam and went over the rest of the pictures, seeing a message drawn in Kaiser's own blood to every villain in the city, giving them five days to leave before Danny would start hunting them.
Mother killed by ABB cape, father killed by Empire cape, Empire massacre done deliberately: Hates villains, hates gangs, will go through with threat.
Enhanced strength, durability, speed, and flight, no breaker state while using speed, same powerset in all events: Not a Trump, estimated strength matching or surpassing Alexandria, powers always active.
Reacted to multiple stimuli beyond normal sensory range, not surprised by unexpected events or Velocity's actions, powers always active, near-perfect reactions: Multiple senses are enhanced, thinking and decision making speed enhanced to match movement, normal tactics won't work.
Hates villains, Coil known villain, Undersiders minor villains: Cooperation extremely unlikely, will not listen, Undersiders not a priority.
Well… at least the Bay's newest open cape wasn't going to be working for Coil.
Swallowing hard, Lisa noticed her suddenly far too dry mouth, a drop of cold sweat running down her forehead. Somehow, the Empire had fucked up at a level she didn't think possible.
"Something wrong?" Brian asked, noticing the way her hands were shaking.
"Just realized the Empire was stupid enough to provoke a Triumvirate-level cape and now every Villain in the Bay is gonna pay for it," She said, and if her voice was a little too high, nobody could blame her.
"The guy who killed Kaiser?" Alec asked, pausing his video game and turning away from the screen. "He serious about that message in blood?"
Lisa nodded. "He's stronger than Alexandria and couldn't care less about the unwritten rules. He's completely serious."
"So, we're staying low until they deal with him?" Brian asked.
Lisa snorted. "Like they dealt with Lung? Hookwolf? The Last time the local Protectorate got reinforcements was decades ago, and they don't stand a chance against the new guy."
"Welp, it was nice knowing you guys," Alec nodded, turning back to his game. "Does the local airport sell tickets on the internet?"
As expected, Alec wasn't about to stay and wait until the new A-class threat made his way down the list of villains in the city, fleeing before the time ran out, maybe Rachel could follow him.
Brian could turn himself in; the stubborn boy was only a few months away from eighteen, and the protectorate was desperate enough they'd take him in; he'd even get his sister's guard with the right lawyer.
Right now, Lisa really, really wished Coil would let her do the same.
