Mireva did not read Forest Hidden's draft charter aloud to the Sairren. She wanted them to argue with the words themselves.
The revised draft arrived at the Sunken Belfry with Martin, Alexandra, and Rangar's written note stating that the academy had not approved anything beyond continued negotiation. Mireva read it once in private, then ordered copies made for every residential representative, route-keeper group, warden command, healer station, and family council that wanted one.
Martin expected a meeting that evening. It took two days, and by then copies of the draft charter were covered in Sairren handwriting.
Questions filled the margins. Who counted as a recognized resident? Could Forest Hidden change academy law after someone built a home? Could a Sairren family inherit property there? Would children born in Forest Hidden automatically become academy residents? What happened if a player harassed somebody outside the academy boundary?
