Leon was shocked to hear this. Galar really had four legendary Pokémon as strong as Kyogre? Leon was very surprised. He had never heard of them before!

Because of that, he never thought his plan would fail. He was sure Leon could catch Eternatus, even if it was the "Darkest Day." Then his dream would come true. He did not tell Leon the plan because Leon was a very fair and good person. Rose was afraid Leon would not support him.
After all, Eternatus was the "Darkest Day" that almost destroyed Galar long ago. Leon probably would not like that. But now, Rose felt that he might have underestimated how strong legendary Pokémon were.
Could Leon really catch Eternatus?
Leon could not even defeat Primal Kyogre. And Eternatus was a Pokémon that almost destroyed Galar in the past.
"I think you need to think about this carefully, Chairman."
Oleana was quiet for a moment and then spoke. She had been listening to them.
"If Leon is right, then Leon might not be able to stop Eternatus when it wakes up..." Oleana spoke.
"This is not good news." Rose rubbed his head. He had a headache. This news was both good and bad for him.
"In that case, the Eternatus project will stop for now. Oleana, send people to find the two legendary heroes and the King of Bountiful Harvests."
Rose tapped his fingers on the desk. He did not want to destroy Galar. He wanted Eternatus because it had endless energy. But if Leon could not catch it, his plan would not work.
"Yes, sir," Oleana said.
"Those legendary Pokémon should be friendly to humans. Even if Leon cannot catch them, they should not start attacking or become enemies. And if Leon can catch them, he will become stronger. Then he can catch Eternatus."
Rose still trusted Leon. He believed that Galar would become strong because of him and Leon!
"Chairman, what if Team Rocket comes to Galar next?" Oleana asked.
"That Damian..."
"We need to talk to him to find out." Rose said. Before, he did not care about Team Rocket. But now, things were different.
However, Rose believed that every human had a weakness. If Galar could get a trainer stronger than Leon, Galar would become very successful. People wanted beauty, money, power, and fame.
Rose did not care if people disliked him for making deals with Team Rocket. He was the Chairman of the Galar League, but he only cared about Galar. He would do anything for his land, even if people hated him. He loved Galar very much.

"I see. Has Damian already caught Kyogre?"
