The helicopter's propeller rumbled as black smoke billowed into the skies. Tokyo's ravaged skylines reflected in the camera, an upsetting scene of destruction and suffering.
...
"The Tokyo Hero Public Safety Commission Headquarters has fallen into the hands of the Symbol of Evil. All of their executives were murdered in cold blood."
Makima's golden and hypnotic eyes gleamed against the cityscape as strands of her crimson hair danced with the breeze.
"As members of the Counter Division, it is our duty to protect the city from threats like the Symbol of Evil. All of you will be mobilized, except for Uraraka-chan."
"B-But I want to help..."
Ochako wanted to challenge the decision, but felt the compelling and hypnotizing gaze of her supposed Master.
"You can help when you've grown enough... Let the adults handle the horrors of this world."
Makima's supple lips curved into a gentle smile as she patted the lively hair of her puppy. Her orders weren't meant to be questioned.
But a puppy was a puppy. A bit of training was required.
"Kurogiri-kun... Since the disaster has been contained to Tokyo, I want you to return Uraraka-chan to U.A."
Purple mist surfaced beneath the bubbly girl as she clenched her fist and watched her Teacher and Master fade before her eyes.
Ochako understood that it was her Master's way of protecting her. It hasn't been long since she entered U.A.
Inexperienced... In comparison to her seniors or Professional Heroes, she was a naive and immature student.
However, the light of determination that glinted from her eyes never dwindled even for a moment. The resolve to become a heroine didn't wane.
If she were weak, she must become stronger. If she were inexperienced, she would become experienced in the ways of the Hero Society.
With this in mind, Ochako nodded to herself and regained her composure.
"I have to grow. Become better than ever before."
When the purple mist faded, she found herself in the towering entrance of U.A. It was the reminder of her purpose, the hallmark of her call.
Meanwhile...
On the crown of the Tower, Lady Nagant watched as her bubbly student disappeared from her sight. She glanced at Makima and inquired.
"Wouldn't this be the perfect time to train her, Lady Makima?"
The current disastrous situation of Tokyo was an exceptional opportunity to gain experience in hero duty.
"It isn't time for her to fly yet, Lady Nagant. Besides, she walks in the path of a heroine, even when she learned your techniques."
"The Counter Division is far different from heroes. We don't save, we execute."
Makima's soft yet commanding words echoed throughout the Tower's crown. It was their covenant, their cause in this world.
"Time is ripe for us."
"Lady Nagant, Konrad-kun... Destroy all of the villains playing in my city. I don't want any of them alive."
"Tengen-kun and Thirteen-chan, save the civilians that are trapped or in need of medical attention. Repair some infrastructure needed for the authorities to function."
Orders escaped from her supple lips as though she were signing a hymn with grace.
"How about the Symbol of Evil, Lady Makima?" Nagant glanced at the devastated metropolitan city of Tokyo. A monster was what he was.
Of all the criminals and villains bringing chaos throughout the capital, he was the one who needed to be defeated the most.
"Don't worry..."
"The monkey will be handled."
""Your wishes are our commands.""
Both Konrad and Lady Nagant bowed to their Master, their admiration heavy and loyalty unmoving, before leaping away from the Tower's crown.
Old Man Tengen and Thirteen followed suit, leaving the crown through the elevator. Silence crept in as the wind whistled.
Makima stared at the horizon of the Pacific, looking at something and nothing. Beyond her gaze were the eyes of black crows.
These murder of crows watched the heroes fight the villains and converge on the downtown of Tokyo, where the THPSC Headquarters lay.
"I AM HERE!"
All Might landed on the ground, defeating several villains with ease. His golden eagle-like air swayed as he grinned at the criminals.
"Don't worry, I shall put a stop to this nonsense!"
Hearing his voice, the crowd of people tormented by villains lost their fear and reclaimed their hope. One after another, they cheered the Number One Hero.
The villains backed away, eyes gazing upon the strongest hero as dread filled their hearts. All were willing to fight against heroes, but the Number One?
Without any hesitation, the smartest of the villains escaped into the alleyways, using his criminal friends as distractions.
Unfortunately for him, it wasn't only All Might that had arrived.
A grayish scarf wrapped itself around him as he felt his quirk weakening into nothing. The villain couldn't even feel it anymore.
From the shadows of the alleyway's hidden corners, Aizawa, the Erasure Hero, emerged. His worn-out eyes glared at the criminal.
"You should stay put."
Even though he barely recovered from the USJ Incident, Aizawa was a hero who would answer the call of the helpless, regardless of his state.
All Might entered the alleyway, grinning at the Erasure Hero with a thumbs-up.
"Good work, Erasure Head-kun!"
The villains who were used as a distraction were already defeated by the Number One Hero. It was to be expected.
Those who might rival All Might could be counted on one hand.
"Let's keep going..."
Aizawa calmly remarked as several villains still roamed throughout the metropolitan city. But unexpectedly, All Might's face turned serious.
"Don't you feel it, Erasure Head?"
There were no formalities in his words, which prompted Aizawa to frown and mutter to himself.
"A troublesome problem, huh?"
Something was observing them from a distance. It wasn't even bothering to hide its presence, making itself known without worry.
Aizawa tucked his hands behind his pockets as his grayish scar wrapped itself around him. He was ready to confront the assailant.
The same could be said of All Might.
A single wrong move from the observer, the Number One Hero would immediately notice it.
Resonating caws rang from above as a single black crow flapped its wings and landed between the entrance of the alleyway and the two heroes.
Aizawa and All Might immediately recognized the crow whose black feathers rested on the concrete ground.
The one before them was the leader of the newly established government agency, the Counter Division.
The black crow tilted its head and spoke. Arrogance left its beak while a commanding presence pervaded the alleyway.
"We have met again, heroes..."
It was Makima.
