In the desolate alleyway, All Might and Erasure Head found themselves facing a lone crow standing between them and the exit. Oppression pervaded every corner as dominion danced with glee.
The Number One Hero grinned at the black crow, dauntless in every regard. His golden eagle-like hair swayed with tenacity.
"Makima-san! It's nice to meet you here!"
On the other hand, Aizawa frowned as those from the Counter Division were far different from the heroes that roamed Japan.
They were much more dangerous, given the authority to execute criminals without a judicial warrant. In simpler terms, the blade of the Japanese Government.
"All Might-kun..."
The lone black crow tilted its head, observing the Number One Hero from top to bottom; its pitch-black and bottomless eyes felt scrutinizing.
"The Tokyo Hero Public Safety Commission has already fallen. No survivors have been found. All slaughtered by an infamous supervillain."
"The Symbol of Evil, All for One."
When All Might heard the soft yet cold words that escaped the crow's beak, his smile faltered as memories of the past surfaced.
But what replaced his smile was determination. The face of a man who would do what was needed to bring justice to an old tormentor.
"Where is he, Makima-san?"
Even though All Might was weakened and had already passed on his quirk to Young Midoriya, his sense of justice and responsibility triumphed.
"All for One must face justice!"
It wasn't a mere statement, but a declaration.
"I agree, All Might-kun."
"Downtown, Metropolitan Area."
"You will find the Symbol of Evil surrounded by a group of Nomus."
The black crow handed the location of the supervillain, pointing its dark wing in the right direction.
All Might was about to leap towards downtown and fight his greatest adversary, but was stopped by Aizawa, who questioned him.
"All for One is protected by a group of Nomus, each of which could rival your power. How about we evacuate the civilians from downtown first?"
"No need for that, Aizawa-kun."
The lone black crow answered him, its bottomless gaze staring at the hero with arrogance and calm.
"Heroes and subsidiaries of the Counter Division are evacuating civilians from the downtown."
"But their operation will be impeded if All for One keeps moving recklessly."
Hearing the words of Makima, All Might nodded in agreement, as evacuation was useless when the Symbol of Evil could attack civilians with little difficulty.
Aizawa sighed, understanding that the Number One Hero had already resolved himself.
"Alright... We, heroes, will ensure that the civilians are evacuated from the area and are safe."
"Thank you, Erasure Head."
All Might grinned at the underground hero and gave him a thumbs-up. He leaped out of the alleyway, leaving behind a slightly cracked pavement.
The lone black crow and the hero were left behind, each not speaking a single word. However, after a couple of seconds, Aizawa remarked.
"I don't know what you're planning."
"But it won't work."
Since the beginning, the Erasure Hero had always been suspicious of the Counter Division leader. Her motives for appearing and disclosing All for One's position might seem innocent.
Though he knew better than to trust her.
As an underground hero, he had dealt with villains with far more brains than brawn. They were dangerous, utilizing society to suit their needs.
In his eyes, Makima was no different than those villains.
The only disparity was the fact that she was an Evil wielded by the Japanese Government.
Regardless of his thoughts, however... The lone black crow tilted its head, acting ignorant and modest.
"Japan needs the Number One Hero's assistance."
"I am merely granting it."
In the crown of the Tower, Makima's supple lips curved into a subtle smile as her perception returned to her golden and hypnotic eyes. She gazed upon the horizon, her crimson hair dancing with the wind.
The board and its pieces were beginning to arrange themselves in positions she willed them into.
Her plan since the beginning was simple.
Use the Symbol of Evil and the Symbol of Peace to further her own goals. Their feud shall fuel her power and ambitions.
It was only a matter of time until Japan was hers to wield.
Makima whistled into the empty skies, a hum echoing with tranquility amidst the warmth of the golden sun. Destruction ravaged Tokyo.
Its puppeteer dancing in the background, pulling the strings of dangling pieces into the board of good and evil.
"Hmm..."
A gentle smile took shape as several flying Nomus emerged beneath the Tower, enclosing her with precision and lethality.
One after another, bright lights glimmered from the dark bodies of the Nomus as they blasted themselves into a thunderous explosion.
*BOOM!!!*
The building shook as beams of steel descended in a cascading motion. Dust enveloped the devastated crown of the Tower, shrouding its entirety.
In the cloud of dust, Makima stood with indifference, unharmed by the suicidal explosions of the Nomus. She adjusted her black tie, her golden and hypnotic eyes becoming colder.
"Quite impatient, All for One..."
The Nomus that attacked her were far different from the others. They were capable of cloaking themselves, hiding from sight, and even losing their scents.
These were monsters built for assassinations.
If she were a random heroine, death would have been an inevitable outcome against a barrage of those Nomus.
Sadly for the Symbol of Evil, Makima was far from normal. Death was but a fleeting concept to her.
"Sending a couple of suicidal minions. An interesting gift."
"I should send more gifts back for common courtesy."
She pointed her pale fingers towards the direction of the Symbol of Evil and declared under her breath.
"Bang!"
"Bang!"
"Bang!"
"Bang!"
In the far distance, a couple of Nomus had their bodies blasted into pieces, unable to withstand the force sent by the Control Devil.
Amidst the wreckage of what was supposed to be the Tower's crown, Makima smiled and looked back. Behind her were Kurogiri and Shigaraki, awaiting her commands.
"I have a task only the two of you can do."
She walked towards them, her hips moving hypnotically as she whispered into their ears. Her soft voice and warm breath escaped her supple lips.
The two villains tensed, but they remained unmoving and absentminded under the complete conquest of the Control Devil.
As Makima returned to the edge of the Tower's ravaged crown, she gave them one last glance with her golden and hypnotic irises before snapping her fingers together.
A single snap, and it brought the two villains back.
Kurogiri was the first to regain consciousness and found himself in an unfamiliar location alongside a suspicious individual.
Without even waiting for the young master's orders, he activated his Warp Gate and dragged the two of them out of the Tower's crown.
Shigaraki saw the hypnotizing golden eyes of his tormentor before disappearing into the cloud of purple mist. He felt nothing more but intense anger and hatred.
It was much stronger than his instincts to destroy the world into damnable dust.
Makima didn't mind the profound hatred of the foolish boy, maintaining her gentle smile as her crimson hair drifted with the breeze.
"The last pieces of the board have been arranged."
"From this moment on, it is a matter of execution."
