Amidst the fierce downpour at sea, the seven high-level Trainers quickly noticed an anomaly—the dark clouds were slowly shifting behind them.
Behind them lay Westsea Town; they had approached from that direction. This meant the storm was ultimately heading towards both Westsea and Cyan Towns.
"Uh-oh! Kyogre likely aims to flood all islands in Westsea first!" One of the Trainers swiftly realized the potential threat and shouted aloud. The possibility seemed high, considering only Westsea Town and Cyan Town contained numerous small islands nearby.
The waves surged as torrential rain intensified over Cyan Town and Westhill Town, coinciding with Kyogre's gradual advance.
Having deduced Kyogre's intentions, the seven high-level Trainers sprang into action.
Westsea Town was relatively safe since its residents had been evacuated, and the League had already arranged for their accommodation. However, Cyan Town remained at risk. Comprised of several small islands, none of its inhabitants had left.
Once Kyogre arrived and triggered a tsunami, the islands would be at risk of being submerged, potentially leading to the loss of everyone in Cyan Town.
Despite belonging to different regions, morality transcends borders; they couldn't simply stand by and let these people drown.
The seven high-level Trainers devised a plan: evacuate all residents of Cyan Town before Kyogre reached them. They swiftly joined forces with the remaining four mid-level trainers and headed back towards Cyan Town.
During their journey, the five mid-level trainers and seven high-level trainers discussed the rescue strategy, focusing on safely transporting Cyan Town's residents back to mainland, ideally before Kyogre's arrival.
Based on the movement speed of the dark clouds, Kyogre wasn't advancing rapidly, giving them some time. However, whether they could successfully save everyone would largely depend on luck.
Meanwhile, the residents of Cyan Town had already begun attempting self-rescue, but due to the torrential downpour, reaching the mainland by boat proved extremely challenging.
"What should we do? There's no way to leave; the storm is too fierce."
Cyan Town had very few Trainers. Those who became Trainers typically left Westsea long ago for the Ellie region, as nobody would willingly stay in impoverished Cyan Town.

Without boats available, escape seemed impossible, leaving them stranded on the island facing certain doom.
Just then, twelve trainers from the Sebas region arrived, heading straight to the farthest island of Cyan Town to initiate their rescue plan.

The people on the island saw these newcomers as their saviors, their faces lighting up with relief at the sight of the approaching trainers.
Wasting no time, as every second counted, the twelve trainers briefly explained their intentions before landing. They promptly released all their flying-type Pokémon capable of carrying passengers, along with some Water-types.
Among the twelve Trainers, there were twenty Pokémon capable of carrying people away. Honestly, this number was quite limited, allowing them to transport only twenty individuals at once.
However, with no other options available, they swiftly selected twenty people: fifteen boarded Flying-type Pokémon and five climbed onto Water-type Pokémon.
Following the Trainers' commands, these twenty Pokémon rapidly took off, heading towards the mainland. Their speed was impressive as they pushed their full capabilities forward.
Despite their efforts, worry still clouded everyone's faces. The population on the island was too large, and nobody could guarantee the safe evacuation of all before it submerged entirely.
"Don't panic, everything will be alright," the twelve Trainers reassured the residents of Cyan Town. These townsfolk were ordinary civilians; perhaps some of their younger generations had become Trainers but would have already left for the mainland by now.
Most remaining inhabitants led simple lives, devoid of significant upheavals or excitement, seeking tranquility amidst chaos.

With three months to prepare, ample resources were mobilized, ensuring readiness for action at this critical moment.
Immediately, all mid- and high-level Trainers received mission assignments directing them towards Westsea, including Kalia.
The Trainers from the Sebas region sprang into action, though unaware of the specifics, as these were mandatory tasks issued by the Pokemon League. Refusal would result in penalties.
Kalia promptly set off, knowing that Kyogre had awakened. She urged Lian to fly swiftly towards Westsea, encountering other Trainers along the way.
Given the challenge posed by Kyogre, beginner Trainers generally lacked the necessary strength due to their weaker Flying-type Pokemon. Facing a storm without strong Flying-type Pokemon was virtually suicidal; the ocean has never been a safe place.
"Charizard, go faster," Kalia said, tightly hugging Lian's neck. Aware of the gravity of the situation, she didn't bother persuading nearby Trainers moving at a leisurely pace, knowing it would be futile.
Kalia was unsure of what preparations the League had made, but reaching Westsea swiftly would allow them to quickly assess the situation.
Lian glanced back and noticed Kalia tightly hugging him. After considering her safety, he decided to increase their speed further.

With a sudden burst amidst the raging storm, Lian accelerated rapidly, streaking ahead and covering hundreds of meters in mere seconds.
His current peak speed exceeded 3.23, now at 4, having increased by 0.77 after spending over thirty thousand Combat Points.
At four times his base speed, they broke through the sound barrier effortlessly. Kalia clung tightly, unable to open her eyes due to the rushing wind's force.
Prepared for Charizard's incredible speed, especially during bursts, Kalia maintained her grip securely.
Soon, Lian slowed down, having already covered several kilometers and overtaken all nearby Trainers.
Before long, Lian arrived with Kalia near Westsea, heading directly towards Westsea Town.
Kalia wasn't the first to reach; a few Trainers who were initially closer had already arrived.
As they landed, numerous Flying-type Pokémon touched down along the shoreline, carrying many individuals on their backs.
The people gathered excitedly conversed with the arriving Trainers, their faces pale.
