"We can't win this by defending," Marcus said. "Every person we try to protect becomes a target he can pick off, so we need to go on offense, find him, expose him, and force him into the open."
"How?" Clarke demanded. "We don't know who he is, Lawrence won't talk, and everyone who might know is either dead or too terrified to cooperate."
"Then we make him come to us," Marcus said. "And make him believe he is winning and draw him out."
Clarke shook her head. "That is too risky, and more people will die."
"People are already dying," Marcus replied. "Four in twelve hours, and at this rate, all twenty will be dead within the week. We cannot protect them, but maybe we can end this before he gets to all of them."
