Awakeners individuals born with the physiological capacity to interface with ambient mana to who have activated Cards.

Despite these advanced technological and biological developments, the day-to-day existence of the average citizen closely mirrors that of present-day Earth. Moral Duties
Like on earth police and military is mainly responsible for handling gates. But it is the moral duty of citizens with higher number of cards to handle the gate if they are in proximity to the mana gate.
