James turned his attention away from the kingdom Armin was rapidly growing, looking at the star-cluster chat. The number of individuals for some reason had decreased greatly, so he decided to ask why that was the case. It would be his first time sending a message on this, so he spent a good amount of time thinking what exactly to send.

After reading till here, James finally stopped reading and turned away from the chat to look back at his race; namely, to look back at Armin.
Surprisingly, he had already taken down all the surrounding kingdoms! And it had only been 10 years since James had looked away!
'Phew…' James sighed in relief, 'Thankfully I made sure to send the revelation to leave 20% of the populations of each conquered kingdom alive. Else I would have been left with only 2 kingdoms and 15 tribes, from the original 5 kingdoms.'
The conquered 3 kingdoms, having had their population reduced by 80%, were not much of a threat to Armin and his kingdom. Compared to them, his kingdom was undergoing a population boom.
'And thankfully I made sure to expend the gained Collective Energy equally to all kingdoms, including the losing ones. That way, they would all undergo a similar increase in the number of births. Hmm…' James thought for a moment then realised something.
'Mathematically, it might not be possible for the conquered kingdoms to give birth to so many newborn. Their base population; whatever is remaining, is simply too low,' realising this, James turned to one of the conquered kingdoms, and noticed a lot of the Collective Energy was simply being wasted, like an egg thrown at a boulder in hopes of breaking the latter.
He hastily waved his hands and stopped the Collective Energy, before spending some of the energy to create a framework that would help him manage the collective energy. At a 10 times speed up, the world might undergo changes too rapid for him to easily respond, so he set up what could only be considered bank accounts for each of the kingdoms, but it would be responsible for the Collective Energy.
Natural deaths within each kingdom's citizens would result in the Collective energy going to their individual bank, upon which 1% would be stored, while the rest would be sent back into the kingdom for the birth of younglings, as they called their children.
Deaths from war or conflict with another kingdom, would be sent to a separate bank called the Conflict Bank, which would then equally expend the Collective energy to increase the birth rate amongst all kingdom banks, of which only 1% would be stored by the banks, while the rest was spent on increasing birth rate.
And at the end of every year, half of the stored energy from all the banks would be sent to James for him to use as he wished, while the rest would be spent, once again, on increasing birth rate.
Essentially, he made it such that every transaction through the kingdom banks would result in a 1% fee, which would be stored. At the end of each year, half of that amount would be sent to James, while the other half was used up.
'Seems like a nice system. But like most things, it is not perfect. But I have time, and I can keep upgrading it! For now, we let Armin enjoy his conquering of the known world; much like Alexander. Hehe, only his children will realise that the other kingdoms with only 20% of the population remaining would rapidly grow in size, and within a few generations be on equal standing with Armin's kingdom.'
'Hmm… now that I think about it, I cannot have conquering to be punished, but neither than leaving 20% alive result in the losing side to gain more population. It might cause them to outright kill everyone to ensure the revival of the enemy kingdom does not occur,' James suddenly had the thought and became serious.
This was a very real problem that needed solving. Even if Armin or his next of kin did not realise it, within a few generations they would realise that while their birth rate gradually flattened, the enemy kingdoms' did not, and kept increasing until they were equal in size.
'There has to be some kind of benefit…' James began thinking.
