In the Far East, the missionaries who preached that Ai Enma was a Chosen destined to unify the East were suppressed and expelled by the Shogunate, which also restricted foreign diplomacy and trade.
The Shogunate's actions enraged Europe.
How dare they!
To obstruct the Church of Revelation's preaching—that was courting death.
The Chosen Iron Maiden personally led four warships, while the other Chosen each dispatched two or three. They sailed into Edo Bay, unleashing Seraph-class Honkai Beasts to bombard the Shogunate's strongholds.
According to the new rules Kiana Kaslana had established, the forces of the Chosen could not randomly attack one another. If conflicts arose, they were to be mediated through the Church of Revelation.
If mediation failed—then strength would determine justice.
However—
This rule applied only to the Chosen. For those outside their ranks, anything went.
The Shogunate, clearly not part of the Chosen's order, was swiftly crushed.
Ai Enma, uninterested in outside affairs, ignored the situation until a pile of official documents requiring her approval was placed before her.
Wearing a black embroidered kimono, she sat kneeling on the tatami mat, her face expressionless as she looked at the documents. "Why do I suddenly have so much paperwork to handle lately?"
"Miss, you're the only Chosen in our land," her attendant replied.
Ai Enma frowned. "And what does that have to do with me being a Chosen?"
"Miss, haven't you heard? All the daimyō of the Far East have pledged allegiance to you."

When did that happen? Why didn't anyone tell me?
After some questioning, she learned that the other factions in the Far East, wishing to avoid foreign invasions and to secure trade privileges, had all declared allegiance to her.
Unwittingly, Ai Enma had become the supreme ruler of the Far East.
All matters of governance now fell to her.
Though she technically ruled the region, she rarely involved herself in administration.
Many of the daimyō who had sworn allegiance still acted as they always had—paying lip service while clinging to their own power.
The rest of the world, however, was a different story.
Nations that were not destroyed were absorbed into the new rules of the game.
Without a Chosen, a country had no voice on the global stage—no share in the world's benefits, no protection, and no right to resist.
Unless special circumstances applied, only powers under the Chosen could conduct diplomacy and trade with one another. This was one of Kiana Kaslana's laws.
Without the right to trade or negotiate, yet still desiring resources—if one's opponents were weaker and unprotected by the Chosen's rules—
What could they do?
They could only fight.
Eventually, all lands not under the rule of a Chosen were designated as no-man's land—subject to plunder and colonization.
